The windstorm application is filed with TDI before the city permit is pulled, not after the shingles are on. Done in the right order the certificate is routine; done backwards you are chasing an after-the-fact inspection on a roof nobody watched go on.

Because 28 TAC 5.4601 defines “construction” to include “repairing (including reroofing),” and Galveston County is a first-tier coastal county inside the designated catastrophe area. That pulls a re-roof into the windstorm inspection programme, and Texas Insurance Code 2210.258(b) says the windstorm association may not insure the structure until a certificate of compliance has been issued.
$150 for a residential re-roof. The city’s fee schedule states that any work done without a permit is subject to double the permit cost, so starting the tear-off first makes it $300.
We check the layer count first. Under the unamended IRC a re-cover is barred where two or more applications of roof covering already exist. On a League City house of typical age that is often the case — and a full tear-off is the right answer anyway when a windstorm inspection is going to look at the deck.
The roofing itself is usually one to two days on a typical single-family home. What sets the schedule is the windstorm sequence around it — the WPI-1 before the permit, and the engineer inspection after the work. We give you the realistic date range at the estimate rather than the optimistic one.
League City crosses into Harris County, and the Harris inclusion in the catastrophe area covers only five named cities east of State Highway 146 — League City is not one of them. If your parcel is on that side we confirm the position with TDI directly rather than assuming it either way.
13,749 League City homes — 30.6 percent of the city — were built between 2000 and 2009, which makes those roofs seventeen to twenty-six years old and squarely in the window where asphalt gives out. Another 7,349 date from the 1990s. If yours is newer than that we will tell you so.
Where it needs it, at a unit rate agreed before the tear-off starts. Humidity and long-run leaks are the two things that take decking out here, and neither is visible until the shingles are off. Quoting it up front is the only honest way to handle it.
Two things. Your windstorm coverage is exposed under 2210.258(b), and because League City wrote the TDI report into its own R907.1 amendment, the city permit never properly closes either. There are narrow statutory off-ramps but none of them is a plan.
