Commercial Roofing — Corsicana, Texas

Commercial Roofing Contractor Corsicana TX

Before anyone specifies a commercial re-roof in Corsicana, there is a question that has to be answered in writing. The City's codified ordinance at Sec. 3.601 adopts "the most recent edition of the International Building Code" with no year named — a rolling adoption — while the Building Department's own published list says 2018. Those cannot both be right, and the difference decides what your roof assembly has to meet. We confirm the edition in force with Building Inspection at (903) 654-4870 before we write a specification. It is a short phone call and it is the difference between a roof that passes and a roof that gets argued about.

Code verification before specification

Corsicana's codified ordinance adopts only the International Building Code, by rolling reference, with no edition year and no local amendment list of any kind. The city website separately lists 2018 editions of the IBC, IRC, IECC, IFC, IFGC, IMC and IPC. We get the edition in force confirmed in writing before the assembly is designed, and that confirmation goes in your project file.

shield

Single-ply membrane — TPO, PVC, EPDM

Corsicana's commercial stock runs to older downtown masonry and mid-century light industrial, which means varied decks and a lot of previous work to undo. We core the roof, find out what is actually under the membrane, and specify from that.

drop

Modified bitumen and built-up

On downtown buildings with parapets, party walls and a century of roof history, a two-ply asphaltic system with properly rebuilt base flashing is often more durable than a single-ply that has to be terminated into old brick. We rebuild the flashing; we do not caulk a termination and call it a detail.

Metal roof and panel work

Navarro County has a high share of metal commercial, agricultural and manufactured structures. Fastener replacement, closure and eave detail work, panel replacement, and retrofit framing over a failed metal roof are all standalone scopes we bid separately so you can see what each one buys.

truck

Debris handling on the contractor

Corsicana's solid waste article expressly excludes construction debris from household collection, so the roll-off, the staging and the disposal are the contractor's problem and belong in the bid — not on a change order after the tear-off starts.

landmark

Historic Downtown District Overlay

Corsicana adopted Historic Downtown District Overlay Design Guidelines at Chapter 12, Article 12.700, by Ordinance 3154 on 13 November 2023. If your building is in the overlay, the review is part of the schedule and we build it into the timeline instead of discovering it at permit.

Our process

Four steps from first call to finished.

01

Survey, core, and confirm the code

A full roof walk with core cuts and moisture findings, and a call to Building Inspection at (903) 654-4870 to confirm the adopted edition for your building type. Both go in the report you get.

02

Assembly and budget

Recover versus tear-off, membrane, insulation and drainage, priced with the trade-offs written out. On a Corsicana commercial building the permit fee itself is valuation-based rather than a published flat figure, so we quote the work and get the fee confirmed rather than estimating it for you.

03

Registration, permit and schedule

Corsicana requires contractor registration — $110 the first year, $55 each year after, with either a $2,500 surety bond or a $1,000,000 insurance certificate on file. We pull the permit. Note the work-hour rule: Article 7.100(b)(7) prohibits erection, excavation, demolition, alteration or repair between 7 p.m. and 6 a.m. on weekdays except in case of urgent necessity, so long summer evenings are not available here the way they are in Tyler.

04

Install, inspect, and hand over the file

Daily dry-in, no open deck overnight, inspections scheduled rather than assumed, and a closeout package with the permit, the code confirmation, warranty registrations, product data and photographs of the finished assembly.

Most low-slope buildings

TPO and PVC single-ply

Heat-welded, reflective, and straightforward to repair and extend. On Corsicana's older masonry buildings the membrane is rarely the hard part — the termination into a hundred-year-old parapet is, and that is where the specification has to be right.

Modified bitumen systems

Redundancy matters on a roof that has been repaired for eighty years. Two-ply asphaltic systems take abuse, tolerate an imperfect substrate better than single-ply, and can be detailed into the odd geometry that downtown Corsicana buildings actually have.

Panel, fastener and retrofit systems

Most metal roofs in Navarro County fail at a detail long before the panel fails. We price the detail repair and the full re-panel separately so the decision is yours and it is made on real numbers.

Workmanship

Five years on our labor for a full commercial system, in writing. Repairs and partial scopes carry a shorter term and the contract says which one you are buying.

Manufacturer system warranties

No-dollar-limit manufacturer system warranties of 15 to 20-plus years are available where the building and the scope qualify and a certified installer does the work with a manufacturer field inspection. We tell you whether yours qualifies before you budget for it.

Documented closeout

The permit, the written code confirmation from Building Inspection, core-cut and moisture findings, warranty registrations, product data and completion photographs. On a building with a hundred years of undocumented roof history, this is the file that finally starts one.

Commercial Roofing Contractor Corsicana TX FAQ

Common questions about this service.

Don't see your question? Call us at (469) 936-7663 — we're happy to talk it through.

Which building code does Corsicana enforce? +

That is exactly the question to ask, and we will not paper over the answer. Corsicana Code Sec. 3.601, as codified through Ordinance No. 3221 adopted 22 June 2026, adopts "the most recent edition of the International Building Code" — a rolling reference with no year named — and adopts no International Residential Code at all, though Sec. 3.602 refers to one in its appeals clause. The City's own Adopted Codes page lists 2018 editions of the IBC, IRC, IECC, IFC, IFGC, IMC and IPC plus the 2020 NEC. Those two documents do not agree. The responsible answer is to confirm the edition in force in writing with the Building Inspection Department at (903) 654-4870 before specifying, which is what we do on every Corsicana job.

Does Corsicana follow the DFW regional amendments? +

No, and it is an interesting case. Navarro County is inside the North Central Texas Council of Governments' sixteen-county region, but Corsicana's code contains no reference to the NCTCOG amendment package and in fact carries no local amendment list of any kind. The NCTCOG package does touch roofing — it amends Section R902.1 on roof covering classification and supplies a template for Table R301.2(1). None of that applies in Corsicana. A roof here is built to the model code's roofing chapter as published, which is a real difference from a job in Garland, Plano or Frisco.

What does a commercial roofing permit cost in Corsicana? +

Corsicana publishes no roofing line item. Its fee page lists commercial building permits as varying based on valuation, and residential remodels at $0.45 per square foot, and then points to Chapter 13 of the Code of Ordinances for the complete schedule — but Chapter 13 as published contains only an ordinance-history list and no fee table at all. We will not quote you a figure we cannot source. We get the fee confirmed with Building Inspection and put the actual number on your contract.

Is a permit required at all for a re-roof? +

Yes. The Permit Process page states that a permit is required to build, alter, enlarge, or repair any residential or commercial structure within the city limits, and all applications are reviewed by the building inspector and by Planning and Zoning. A re-roof is a repair to a structure, so the plain text requires one. The absence of a published roofing fee line does not make a re-roof exempt — it makes it a phone call.

What registration and insurance does a roofer need in Corsicana? +

All contractors and subcontractors must register with the City before pulling a permit: $110 for the first year and $55 for each year after, with a photo ID, proof of insurance and any applicable licenses. For the General contractor category the City requires either a $2,500 surety bond or a $1,000,000 insurance certificate — the only bond alternative among the cities we work in, and an insurance threshold more than three times Sherman's $300,000. Ask anyone bidding your building which one they filed.

How severe is the storm exposure here? +

Corsicana is the quietest of the three Central and East Texas cities we track: 2.77 hail-or-wind days per year within ten miles, against Sherman's 4.69 and Tyler's 5.62. Hail days have declined slightly since 2019 rather than risen. But quiet is not the same as safe — the record includes 2.75-inch hail at Corsicana and Angus on 20 May 2010, a 2.50-inch trained-spotter report at Rice on 10 June 2023 with $250,000 in property damage, and an EF2 tornado with $1.00 million in damage and four injuries. Fourteen days in the record brought hail of an inch or more and four brought two inches or more. One of those days is all it takes for a commercial roof.

Can you work evenings to stay out of our business hours? +

Not late ones, legally. Corsicana Article 7.100(b)(7) prohibits erection, excavation, demolition, alteration or repair between 7 p.m. and 6 a.m. on weekdays, except in case of urgent necessity. So an early start is available and a long evening is not. For an occupied building we usually phase the work by section and dry in each section the same day rather than trying to run past dark.

Our building is downtown and looks original. Does that change the job? +

It can. Corsicana adopted Historic Downtown District Overlay Design Guidelines at Chapter 12, Article 12.700 by Ordinance 3154 on 13 November 2023, and the downtown building stock genuinely is original — the city's construction surges were 1894 to 1900, 1923 to 1925 and the mid-1950s, which is the fingerprint left by three oil booms, and much of it has never been rebuilt. Practically that means parapets, party walls, hidden gutters and decks of a kind you do not meet in a 2005 shopping center. We survey those buildings before we bid them.
