Why Mansfield roofs work harder

Built for the way Mansfield weather beats up a roof.

On the night of June 12, 2023, at 9:33 p.m., a five-inch hailstone fell in Mansfield. Broadcast media photographed it and the National Weather Service logged it a mile from the center of town with a million dollars in property damage attached. One minute earlier, at 9:32, a four-inch stone was reported eight-tenths of a mile out. That is the largest hail in the entire record for any city we serve, and it fell here.

The thing most Mansfield homeowners do not know is that the city does not require a permit to replace their shingles. The Building Safety FAQ is unambiguous: “One and two-family dwellings do not require a permit to replace shingles only. Permits are required for re-roofing projects that include the repair or replacement of roof decking, or structural members like rafters or trusses.” Commercial buildings always need one.

That sounds like a loosening. It is not, and this is the part worth reading twice. The same city document continues: “All re-roofing projects, including those that do not require a building permit, must meet code provisions. Flashings and drip edges are required. Shingles must be completely removed before the installation of new shingles. Underlayment must also be replaced when re-shingling a roof.” Mansfield requires a full tear-off and new underlayment on every re-roof — a stricter standard than the 2018 IRC it adopted, which permits a recover in limited circumstances — and it requires that with no inspector coming to check. In other words, Mansfield trusts the contractor. Whether that trust is earned is entirely down to who you hire.

We treat it as the standard it is. Complete tear-off, new underlayment, drip edge, correct flashings, every time, on a job nobody is going to inspect. If a bid you are holding proposes to go over your existing shingles in Mansfield, it is not cheaper, it is out of compliance with what the city publishes.

There is a second rule that catches out-of-town crews. Mansfield runs an exclusive waste franchise. The city’s own words: “waste haulers are required to have a franchise or license to operate within the City of Mansfield. Currently, only Frontier Waste is franchised as an operator.” A roofer who shows up with their usual roll-off from another company cannot legally set it on your property. We book through Frontier because there is no other option here.

Mansfield’s roof-age picture is the most concentrated of any city in this region. The city more than doubled between 2000 and 2010 — population went from 28,031 to 56,368, a 101% increase — and the housing table shows exactly that: 9,847 homes, better than one in three houses in the city, were built in that single decade. Every one of them turned seventeen to twenty-six years old this year. That is the largest single-decade concentration of aging roofs we have found anywhere in the Metroplex, and it is why our Mansfield calendar looks the way it does.

One last note on the storm data, because we would rather you trust our numbers. Mansfield logged 26 hail days in 2010-2019 and 26 hail days in 2020-2025 — identical. But the number of individual hail reports went from 45 to 113 over the same period. Hail is not getting more frequent here; smartphone reporting got better. Anyone telling you storms have tripled is reading the wrong column.

Why Roof Experts

Why this city's homeowners stay with us.

check

We build to the standard even though nobody inspects it

Mansfield does not require a permit for a shingle-only residential re-roof, which means no inspector will ever look at your roof. The city still requires complete tear-off, replaced underlayment, drip edge and correct flashings on every re-roofing project. We do all of it and photograph the deck before it is covered, because on an uninspected job the documentation is the only proof you will ever have.

truck

We book the only dumpster Mansfield allows

Mansfield runs an exclusive solid waste franchise under Chapter 50. Only Frontier Waste is franchised to operate in the city, so a roll-off from anyone else is not permitted on your property. An out-of-area crew that brings its usual container is creating a problem for you, not for themselves.

code

We know the 2018 code Mansfield actually adopted

Mansfield is on the 2018 International Residential Code, effective August 1, 2019, with the NCTCOG regional amendments. We read all 59 amended sections: exactly one touches roofing, and it is the standard R902.1 fire-classification language. Decking, underlayment, drip edge and re-roofing revert to the unamended 2018 IRC. Design wind is 115 mph and ice barrier underlayment is not required.

Mansfield FAQ

Questions homeowners ask us.

Don't see your question? Call us at (469) 936-7663 — we're happy to talk it through.

Do I need a permit to replace my roof in Mansfield? +

For a one or two-family home, not if you are only replacing shingles. The city’s Building Safety FAQ states that one and two-family dwellings do not require a permit to replace shingles only, and that permits are required when the work includes repair or replacement of roof decking or structural members like rafters or trusses. All commercial buildings require a permit to re-roof. If we open your roof and find bad decking, that changes the answer mid-job and we will tell you the moment it does.

If no permit is needed, does that mean there are no rules? +

No, and this is the most misunderstood thing about roofing in Mansfield. The city states that all re-roofing projects, including those that do not require a permit, must meet code provisions, that flashings and drip edges are required, that shingles must be completely removed before new shingles go on, and that underlayment must also be replaced. So a full tear-off is required here even though nobody comes to inspect it. A bid that proposes a layover in Mansfield is not a bargain, it is out of step with what the city publishes.

What does a permit cost when one is required? +

The Building Safety fee schedule lists foundation repair, reroof, window replacement and wind and solar energy at $150.00 for the permit with a $100.00 plan review fee, and the table footnote says plan review is required at application and is non-refundable. That reads as $250 total, though we would confirm with Building Safety at 817-276-4200 whether the plan review is applied to a straightforward decking repair before quoting you the higher figure.

Can my roofer bring their own dumpster? +

Not in Mansfield. The city requires waste haulers to hold a franchise or license, and Frontier Waste is currently the only franchised operator, reachable at 817-961-1125 for a temporary construction roll-off. This catches storm-chasing crews from outside the area constantly. We arrange it through Frontier as a matter of course.

How early can your crew start in Mansfield? +

Earlier than in most neighboring cities, as it happens. We reviewed Mansfield’s noise ordinance and found no general hours-of-construction limit for building repair — the restrictions cover amplified sound, yelling, and loading or unloading, and pile drivers need written permission from the City Manager. Kennedale effectively stops roofing at 6 p.m. and Ennis at 8 p.m.; Mansfield does not set a comparable clock. We still work civilized hours and tell your neighbors what to expect, because being legally allowed to make noise at seven in the morning is not the same as it being a good idea.

Do I have to replace the decking when I re-shingle? +

Not if it is sound. The city states directly that it does not require roof sheathing to be replaced if it is still in good condition, and that sheathing must meet 2018 IRC Section R803 and Table R503.2.1.1(1). We check the deck once the old shingles are off, show you photographs of anything soft or delaminated, and replace only what actually needs it. Note that decking work is the thing that turns your no-permit job into a permitted one.

How bad is hail in Mansfield? +

The largest stone on record is five inches, photographed in Mansfield on June 12, 2023 at 9:33 p.m. and logged a mile from the city center with a million dollars in damage. Over 2000-2025 the city has had 64 distinct hail days, 21 of which produced golfball size or larger. April and May account for 55% of them. It is a genuinely severe hail location, which is worth weighing when you choose a shingle class.

Is hail getting more frequent here? +

No, and we would rather give you the honest version. Mansfield recorded 26 hail days between 2010 and 2019 and 26 hail days between 2020 and 2025 — exactly the same. What changed is that individual hail reports went from 45 to 113, because crowdsourced phone reporting arrived in between. Anyone selling on the premise that storms have tripled is quoting report counts rather than storm days.

Has a tornado touched Mansfield itself? +

Yes, on January 15, 2017. An NWS survey crew found a small tornado that began near Lone Star Road and US 287 in the far southern portion of the city, damaging overhead doors on four businesses, a manufactured home’s roof on the Johnson County side, and destroying a barn as it crossed into Tarrant County. It was filed as two separate federal records because the database is keyed by county and the tornado sat on the line. Larger events have stayed at a distance: the 2012 EF2 that did $200 million tracked through Kennedale and Arlington, about seven miles out.

Does it matter which county my Mansfield house is in? +

Not for the roof. Mansfield adopts one set of codes citywide and fills in a single set of design values — 115 mph wind, no ice barrier required — with no county-based variation, so a home on the Johnson County side is built and inspected to the same standard as one in Tarrant. Where the county does matter is your appraisal district: Tarrant at 817-284-0024, Johnson at 817-558-0122, Ellis at 972-825-5151. That is the number you want if a storm claim changes your assessed value.
