Sugar Land was largely built in two decades. 13,273 homes went up in the 1990s and 9,666 in the 1980s — together 57.4% of the city's 39,946 housing units, now between 27 and 46 years old. That is a city full of roofs on their second covering and a good many on their third. It is also 86.5% single-family detached and 80.3% owner-occupied, the highest of any city in this part of the metro, which means almost every one of those roofs is an individual decision.

Everything off, decking inspected, bad sheathing replaced and counted on the invoice. On a 1992 Sugar Land roof the deck is frequently sound and occasionally not, and nothing but opening it settles the question.
Sugar Land adopted the 2024 International Codes by Ordinance No. 2395, effective 21 January 2026 — a newer edition than Houston or Pearland. Its roofing-chapter changes are deletions: the wood shingle and wood shake provisions were struck out, so wood is not a permitted covering here at all.
Sugar Land's amended exemption list has five items and roofing is not one of them. Any re-roof needs a permit. Permits are good for 180 days and have to be prominently posted. Starting without one draws a stop work order, and the city warns that some work may have to be uncovered for inspection and redone.
Self-adhering membrane at valleys and every penetration, synthetic underlayment across the field, all new metal instead of sealant over old metal, and an honest look at whether the attic actually breathes. On a Gulf Coast roof, ventilation is what decides the service life.
Sugar Land amended its carbon monoxide alarm requirement and expressly excepted work involving the exterior surfaces of dwellings, including the replacement of roofing. So a re-roof here does not trigger a retrofit CO-alarm requirement — a small thing, but it is the kind of surprise that turns up on other jobs.
Sugar Land requires a Commercial Waste Operator License for anyone collecting, transporting or disposing of temporary construction and demolition waste in the city. The roll-off on your driveway comes from a licensed operator, and we check before it arrives.
Squares, pitch, penetration count, visible deck condition and the ventilation the roof actually has. A written number for the roof in front of us, not a per-square figure from a satellite image.
Shingle line, starter, ridge, underlayment and metal. Wood shake is off the table — Sugar Land struck those provisions out of its code entirely. If your neighborhood has an HOA roofing standard, and in Sugar Land most do, we work to it.
Applications go through the city's CSS portal with fees quoted by its own Fee Estimator. We keep the application responsive, because Sugar Land closes a file if an applicant fails to reply to a city request within the specified time or 180 days — and states it will not reopen, reconsider or extend it.
Tear-off and dry-in the same day — an open deck does not sit overnight on the Gulf Coast. Then decking, underlayment, metal, field, ridge, the inspection, and a walk-through with you before we leave.
Laminated asphalt covers nearly every roof in the city. On a 1990s roof being done for the second or third time, the upgrade that matters is the assembly — a full starter course, matching hip-and-ridge and ventilation calculated rather than inherited.
Sugar Land averages 1.42 hail days a year within ten miles, which is moderate by Texas standards, with six golf-ball-or-larger days in the record. Class 4 is a laboratory impact rating that many carriers discount — we will explain what it is and is not, and quote both ways.
Metal changes the arithmetic for an owner planning to stay, and it is the right answer on the low-slope porch runs and additions that keep failing in asphalt. Note that wood shake, the other traditional alternative, is simply not available here — the city deleted those provisions.
Five years on our labor for a full replacement, written and specific about what it covers, handed over at the end of the job rather than promised on a doorstep.
Install a complete manufacturer system — starter, field, ridge and underlayment from one line — and the manufacturer's system warranty applies in your name, with the registration and documentation handed to you.
Open-deck photographs, the sheathing replacement count, the products installed and the permit. When you sell, that file is what an inspector asks for.

Yes, at any size. The city's amended permit rule makes it unlawful to alter or repair a building without obtaining the required permit first, with each day of violation a separate offense, and the amended exemption list — five items covering finish work, small pools, playground equipment, small low decks and solar pergolas — does not include roofing. Houston exempts roof work up to 100 square feet; Sugar Land exempts none of it.
The 2024 International Residential Code, adopted by Ordinance No. 2395 effective 21 January 2026. Houston is still on the 2021 IRC and Pearland on the 2021 editions, so Sugar Land is currently the most current of the three. And note the transition rule: an application filed before 21 January 2026 stays on the 2021 codes regardless of when construction begins, so on an older pipeline project it is worth confirming which edition governs.
No. Sugar Land's 2024 code adoption deleted both the wood shingle and the wood shake provisions from the residential code, which removes them as a permitted covering. Houston takes a similar line for new construction. If the look is what you want, a designer asphalt profile or a metal shake panel gets you there.
Sugar Land publishes no static figure — its own permit information sheet sends applicants to the Fee Estimator tool on the CSS portal. We run the estimator for your scope and put the real number on the contract rather than guessing. The city has also announced a 2% credit card processing fee on online permit payments from later in 2026.
A stop work order, and the city says plainly that some work may have to be uncovered for inspection and redone — with the property owner ultimately responsible for work performed on the property. The ordinance also carries a fine of up to $2,000 per offense. Having a finished roof partially torn back open for an inspection is a bad day for everyone, and it is entirely avoidable.
We could not source a Sugar Land value and will not invent one. Ordinance No. 2395 contains no amendment filling in the code's design-criteria table and no published city design-criteria sheet turned up. For comparison, Houston requires a per-address ASCE 7 lookup and Pearland codifies 140 mph for its Fort Bend and Harris portions. What we do in practice is fasten to the manufacturer's high-wind schedule, and where an engineered figure is needed we get it from the building official in writing.
Less hail than its reputation and more tornado history than most people expect. The 2000 to 2025 record shows 37 distinct hail days within ten miles, about 1.42 a year, with only six days at golf-ball size or larger and a single two-inch day. The strongest gust is a measured 77.1 mph from a Mesonet instrument four-tenths of a mile from the city center in March 2024. And on 14 February 2017 four tornadoes touched down in one morning within six miles of the city, one of them EF2.
No, and it is worth knowing because it does come up elsewhere. Sugar Land amended its carbon monoxide alarm provision and expressly excepted work involving the exterior surfaces of dwellings, naming the replacement of roofing. So a re-roof here does not trigger a retrofit requirement. If someone adds a CO-alarm line to a Sugar Land roofing quote, ask why.
Free inspection, honest scope, real warranty. Most service work scheduled within 24–48 hours.
