No government body issues a building permit for a re-roof in The Woodlands. Montgomery County does not enforce a residential building code and its own FAQ says residential properties do not require a roofing permit. What you do need is a Township covenant permit — and the standards go out of their way to say so, because the minor-repair exemption expressly excludes roofing. Every roof replacement here requires prior written approval, and the material and color rules are real.

The standards require prior written approval from the Residential Design Review Committee or its designated staff for the alteration or repair of any structure, and they list all roof replacement or house repainting explicitly. There is no size threshold and no minor-repair carve-out for roofing. We handle the application; you should know it is not optional.
Roofing colors must harmonize with the natural landscape and be muted in shade and without color pattern. Acceptable materials are tile, slate, composition shingles, stone coated or standing seam metal, and cement-fiberboard products — with all metal roofing required to be free of any glossy finish. We choose from that list rather than around it.
Everything off, decking inspected, bad sheathing replaced and counted on the invoice. Half of The Woodlands is 25 years old or more, so a great many of these roofs are on their second covering and the deck has not been seen since the house was built.
The standards require roof vents and stacks to be located on rear slopes wherever possible, and all exposed roof accessories — vents, flashing, attic ventilators, metal chimney caps — to match or be compatible with the roofing color. That is the kind of detail a crew from out of town gets wrong and a committee notices.
Self-adhering membrane at valleys and every penetration, synthetic underlayment across the field, all new metal, and an honest look at whether the attic actually breathes. With no municipal inspector anywhere in this process, the quality of those details rests entirely on who you hire.
Emergency repairs to temporarily prevent property loss, damage or bodily injury may be made without application, review or prior inspection — and casualty damage must be reported to the Township within five working days. So we tarp first, notify, and then apply for the permanent work.
Squares, pitch, penetration count, visible deck condition and the ventilation the roof actually has. A written number for the roof in front of us, not a per-square figure from a satellite image.
Muted shades, no pattern, from the accepted materials list, with product samples prepared — the standards note that product samples may be required for roofing. We match vents and accessories to the roofing color as required.
All applications go online through the Township's Civic Access portal, and where a contractor applies on an owner's behalf the owner must first register for an account. The Township acts on a completed application within 45 days. We start it the week you decide.
Tear-off and dry-in the same day — an open deck does not sit overnight on the Gulf Coast. Then decking, underlayment, metal, field, ridge, and a walk-through with you. No survey is required for a re-roof, which is one small piece of paperwork you can skip.
Composition shingles are named in the standards as an acceptable material and cover the great majority of roofs here. The constraint is color: muted shades, no pattern. The upgrade that matters underneath is a full starter course, matching hip-and-ridge and ventilation calculated rather than inherited.
Both are expressly on the accepted materials list, alongside tile, slate and cement-fiberboard products. The one hard rule is finish: all metal roofing must be free of any type of glossy finish. Matte and low-sheen products pass review; a bright mill finish does not.
The local hazard is not spectacular hail — the largest stone in twenty-six years within ten miles is a single three-inch report. It is trees. Class 4 impact-rated shingles carry a laboratory rating many carriers discount, and we will tell you honestly what that rating does and does not cover when a pine comes down.
Five years on our labor for a full replacement, written and specific about what it covers, handed over at the end of the job rather than promised on a doorstep.
Install a complete manufacturer system — starter, field, ridge and underlayment from one line — and the manufacturer's system warranty applies in your name, with the registration and documentation handed to you.
Open-deck photographs, the sheathing replacement count, the products installed and the covenant approval. With no municipal building department in the loop, this file is the only proof the work was done properly.

Not from a government — from the Township. Montgomery County's permitting FAQ states that residential properties in Montgomery County do not require a permit for a roof, and county guidance confirms building codes are not enforced for single-family residential structures. But The Woodlands Residential Development Standards require prior written approval from your village's Residential Design Review Committee or its staff for all roof replacement, and the minor-repair exemption expressly excludes roofing. So there is no building permit and there is a mandatory covenant permit.
The standards are specific. Roofing colors must harmonize with the natural landscape, community and criteria, and must be muted in shade and without color pattern. Acceptable materials are tile, slate, composition shingles, stone coated or standing seam metal, and cement-fiberboard products. All metal roofing must be free of any type of glossy finish. The standards also note that product samples may be required for roofing, so we prepare them rather than hope.
Your village's. There are nine Residential Design Review Committees — Alden Bridge, Cochran's Crossing, College Park, Creekside Park, Grogan's Mill, Panther Creek, Sterling Ridge, and two for Indian Springs because it is split between The Woodlands Association and The Woodlands Community Association. The committees are made up of residents elected by their own village and meet at least monthly. The Township acts on a completed application within 45 days.
No. The covenants provide that emergency repairs required to temporarily prevent property loss or damage, or bodily injury, may be made without application, review or prior inspection. You are required to notify the Township of casualty damage within five working days — the number is 281-210-3800. Permanent repairs are treated as remodeling and do go through the standards. So the sequence is: make it safe, notify, then apply.
That is the honest question, and it deserves a straight answer. No county inspector will look at your roof, because Montgomery County does not enforce a residential code. The Township reviews appearance and materials, not nailing patterns. Your protection is the contractor you choose, the written scope, and photographs taken before anything is covered. We photograph the open deck, the underlayment and every penetration as a matter of course, and hand you the file.
In an unusual and genuinely interesting way. The Woodlands standards define building code as the most currently adopted edition of the International Residential Code as adopted by the Plan Review Committees, and incorporate it by reference, with a copy held at the Township. So the IRC governs here by private covenant rather than by any government ordinance — the enforcement mechanism is your deed restrictions, not a municipal code department.
Frequent moderate events with one local signature: trees. The record shows 42 distinct hail days and 46 damaging-wind days within ten miles across twenty-six years, roughly one severe convective day every four months, and only one three-inch stone in that whole period. What the NWS narratives describe again and again is trees on roofs — an oak on a home in Harper's Landing, three large oaks uprooted onto homes in 2015 with one cutting a house in half, large pines downed onto homes near Spring in June 2023. The tree cover is why people live here and it is the leading cause of roof damage.
Only in one small area, and the roofing answer is simple. Properties in the Cantwell Forest, Avalon Oaks or Dulcimer Woods neighborhoods of Grogan's Forest sit under the dual authority of The Woodlands Township and the City of Shenandoah, requiring concurrent applications for property improvements. But on the Township's own split table, roofing appears only in The Woodlands column — Shenandoah does not take the roof application even there.
