Commercial Roofing — Manor, Texas

Commercial Roofing Contractor Manor TX

Manor still builds to the 2015 International Building Code, adopted by Ordinance 165E on 17 August 2016. Its code of ordinances is codified through Ordinance No. 800 from October 2025 — a nine-year gap between the current supplement and the building code itself. Hutto is on the 2024 cycle and Leander on 2021. If a contractor is quoting your Manor building off an Austin-metro standard detail, they are quoting the wrong code, and the 2015 edition differs materially on roof underlayment and fastening in higher-wind areas.

code

Estimated against the 2015 code, not the 2024

Manor adopted the 2015 IBC, IRC, IMC, IPC, IFC, IFGC, IECC and IPMC plus the 2014 NEC at Sec. 3.03.001. Its only IRC amendments are the jurisdiction name and the Table R301.2(1) design criteria — nothing touching roof coverings, underlayment, re-cover, sheathing, fastening or drip edge. So the unamended 2015 text governs every roofing detail in Manor.

shield

Single-ply membrane — TPO, PVC, EPDM

Mechanically attached or fully adhered, over a tear-off or a recover, decided by what the cores show. Manor's commercial stock is new and purpose-built along the 290 corridor, which usually means a clean deck and no reason to accept a compromised detail.

drop

Modified bitumen and built-up

Two-ply asphaltic systems where rooftop traffic is heavy or equipment needs constant service. Granulated cap sheets take abuse a single-ply will not, and on a building you intend to hold the redundancy is genuine insurance.

Metal roofs and the glare provision

Manor's Sec. 3.03.058(4) bars roofing materials producing reflective glare beyond the property line and requires new metallic roof surfaces that do to be painted. The same section also provides that samples of roofing material shall be provided to the building official, with no building permit issued until the material is approved. We settle the finish with the city before anything is ordered.

Bond, deposit and insurance before the permit

Manor requires a corporate surety bond or an escrowed cash deposit before any Chapter 3 permit issues, on a sliding scale — a $25,000 project sits at a $10,000 bond or a $1,000 cash deposit — plus published liability minimums of $100,000 per person, $300,000 per accident and $100,000 property damage. A contractor who cannot produce a bond cannot get your permit issued.

clock

Manor's work-hour rule, including Sundays

Weekdays 7:00 a.m. to 6:00 p.m., Saturdays 8:00 a.m. to 6:00 p.m., Sundays 9:00 a.m. to 5:00 p.m. — and no heavy equipment at all on Sundays. Any deviation needs a permit from the city manager. The rule reaches 600 feet into the ETJ. That constrains a commercial tear-off far more than Leander's flat 7 to 9 window.

Our process

Four steps from first call to finished.

01

Survey and moisture cores

Full roof walk, core cuts, drainage assessment and photographs of every penetration and curb. On a commercial roof the question is never only whether it leaks — it is how much wet insulation you are paying to condition.

02

Assembly designed against the 2015 code

Recover versus tear-off, membrane, insulation and tapered design, checked against the code Manor actually adopted rather than a current-cycle standard detail. The reason for each choice is written out, along with what the cheaper option really costs over ten years.

03

Registration, bond, permit and ESD review

Manor charges $50 for building contractor registration — the only city in this stretch of the metro that charges at all — and runs registration and permitting through GovWell. Travis County ESD 12 runs a separate fire review process for some applications, so we check that before mobilization rather than during.

04

Install, inspect, close out

Daily dry-in, no open deck overnight, work scheduled inside Manor's hour windows, and a closeout package with product data, warranty registrations, core findings, the permit and completion photographs.

TPO and PVC single-ply

Heat-welded seams, a reflective surface that earns its keep through a Central Texas summer, and a clear repair path for a building held for decades. PVC earns its premium where restaurant exhaust or chemical discharge is in play.

Modified bitumen systems

Multi-ply asphaltic systems handle constant rooftop access and tolerate an imperfect substrate better than a single-ply. Cold-applied or self-adhered where torch work is unsafe over occupied space.

Panel, fastener and retrofit work

Fastener and closure work, eave and end-lap repair, panel replacement and retrofit framing over a failed metal roof — priced separately so the decision is made on real numbers. Finishes get checked against the city's reflective-glare provision first.

5 yryr

Workmanship

Five years on our labor for a full commercial system, in writing, with the covered scope stated. Repairs and partial scopes carry a shorter term and the contract says which one you bought.

NDLyr

Manufacturer system warranties

No-dollar-limit system warranties of 15 to 20-plus years where the building and the scope qualify, installed by a certified crew with a manufacturer field inspection. We tell you whether yours qualifies before you budget around it.

Doc.yr

Closeout package

Product data, warranty registrations, core-cut and moisture findings, the permit and completion photographs. In a city where the building code is a decade old and roofing inspections are thin, that file is the record that your roof was built right.

Commercial Roofing Contractor Manor TX FAQ

Common questions about this service.

Don't see your question? Call us at (512) 900-1054 — we're happy to talk it through.

Which building code does Manor enforce? +

The 2015 editions, adopted by Ordinance 165E on 17 August 2016 — the 2015 IBC, IRC, IMC, IPC, IFC, IFGC, IECC and IPMC, plus the 2014 National Electrical Code. That is three code cycles behind Hutto and two behind Leander, and Manor's own code of ordinances is codified through an October 2025 ordinance, so there is a nine-year gap between the current supplement and the building code. It matters for roofing because the 2015 IRC differs materially from the 2021 and 2024 editions on underlayment and on fastening in higher-wind areas. We estimate Manor jobs against the 2015 text.

Is the city's published code information reliable? +

Check it rather than rely on it, and we would rather say that plainly. Manor's building permits page states the codes as 2015 IBC and 2023 NEC, while the codified ordinance says the 2014 NEC — nine years apart. The same page calls it the International Business Code, which does not exist; the adopted code is the International Building Code. None of that is disqualifying, but it is a fair signal that the website is out of date. Call Permitting at (512) 272-5555 extension 4 rather than trusting the page.

Does a commercial re-roof need a permit in Manor? +

Possibly not, and the answer deserves care. Manor Sec. 3.03.055 provides that a permit is not required for repairs and remodeling unless structural supports or supporting walls are removed or modified, floor space is added, or a plumbing or electrical permit is required. On its face a covering replacement that touches none of those is not a permitted activity. Six months of the city's own published permit reports show no roofing permit type at all, which points the same way. But Manor moved permitting to GovWell in May 2026 and categories may have changed, so we confirm with the city for each project rather than stating it flatly.

If no permit is required, who inspects the work? +

Nobody but you and whoever you hire. That is the honest and uncomfortable answer, and it is the single most important thing to understand about roofing in Manor. Manor's code lists foundation, frame and final inspections and no roof-specific stage at all — no dry-in, no nail inspection, no roof final. If the job is unpermitted there is no city inspector in the loop whatsoever. Your protection is the contractor you choose, the written scope, and the photographs taken before the deck is covered. We provide all three as a matter of course.

What wind speed does Manor design to? +

Manor's Table R301.2(1) amendment reads Wind Speed 90 MPH, with no qualifier, alongside roof snow load 5 PSF, weathering moderate, frostline depth 12 inches, termite moderate to heavy, decay slight to moderate and winter design temperature 28. Two cautions. First, the 2015 IRC column there is ultimate design wind speed and 90 mph is the legacy nominal figure, so we will not label it either way — Leander's 115 mph and Manor's 90 may not be the same kind of number. Second, note that Manor says weathering moderate where Leander and Hutto both say negligible. For an engineered assembly we get the design value from the city in writing.

What bond and insurance do you have to carry here? +

Manor publishes the only insurance floor in this part of the metro. Before any Chapter 3 permit issues the applicant must file a corporate surety bond approved by the city attorney or an escrowed cash deposit on a sliding scale — $10,000 bond or $1,000 cash at the $10,000 to $30,000 tier, with a percentage-based figure above $30,000 at the building official's discretion. Before the project starts, evidence of public liability and property damage insurance of $100,000 per person, $300,000 per accident and $100,000 property damage. Those minimums are 2016-vintage and well below what a modern commercial owner should want, but they are the published floor.

When can your crews work? +

Manor has the most specific work-hour rule around and the only one that names Sunday. Weekdays 7:00 a.m. to 6:00 p.m.; Saturdays 8:00 a.m. to 6:00 p.m.; Sundays 9:00 a.m. to 5:00 p.m., with no heavy equipment used on Sundays at all. Deviation requires a permit from the city manager or designee, and the article reaches 600 feet past the city limits into the ETJ. On a commercial tear-off that Sunday heavy-equipment ban is a real scheduling constraint, and we plan around it rather than discover it.

How much storm exposure does Manor have? +

Manor is a wind story rather than a hail story, and we will not inflate it. The city's own named reports in the eleven-year record number seven — five thunderstorm wind, two hail, the largest hail an inch. The defining event is 9 June 2019, when NOAA's record carries a Travis County Emergency Management report of a roof blown off a residence in Manor, with an 81 mph gust logged that evening. Travis County context reaches Manor too: three-inch hail at Pflugerville on 24 September 2023, and the 28 May 2025 microburst that the NWS tracked ten miles along the east-Travis corridor Manor sits on.
