Manor built almost its entire housing stock at once. 74% of it went up in 2010 or later, there are zero units recorded from the 1990s, and the genuinely old core — Old Town Manor — is 380 homes, 5.6% of the city. So a replacement here is nearly always storm damage or a failed builder roof, not age. And because Manor very likely does not require a permit for a re-roof, no inspector will ever look at the work. That puts the whole weight of the outcome on who you hire.

Everything comes off. In a city where no inspector will ever see the roof, the open deck is the only moment anyone can verify what is underneath — and the photographs we take there are the record you will still have in ten years.
Soft sheathing, delaminated plywood, split boards and gaps too wide to hold a nail all come out. You see the bad sheets before they leave and the replacement count goes on the invoice. Note that decking work modifying structural supports is one of the few things that does trigger a Manor permit.
Manor is still on the 2015 I-Codes, adopted by Ordinance 165E in 2016 — three cycles behind Hutto. Its only residential amendments are the jurisdiction name and the Table R301.2(1) design criteria, so the unamended 2015 IRC governs underlayment, layer counts, re-cover, sheathing, fastening and drip edge. An estimate written against the 2024 code is written against the wrong book.
NOAA's record has a residential roof blown off in Manor on 9 June 2019, with an 81 mph gust logged that evening. Uplift starts at the eave, the rake and the ridge, and it starts with nails. We fasten to the manufacturer's high-wind schedule, install a starter course at rake as well as eave, and put edge metal on — the three things production roofs skip.
Manor Sec. 3.03.058(4) bars roofing materials producing reflective glare beyond a property line, requires new metallic roof surfaces that do to be painted, and provides that samples shall be given to the building official with no permit issued until the material is approved. How that works on an unpermitted re-roof is unsettled, so we ask the city rather than assume.
Weekdays 7:00 a.m. to 6:00 p.m., Saturdays 8:00 to 6:00, Sundays 9:00 to 5:00 with no heavy equipment on Sundays — the tightest window in the area, reaching 600 feet past the city line. We build the schedule around it rather than discovering it on a Sunday morning.
Squares, pitch, penetration count, visible deck condition and the ventilation the roof actually has against what it needs. A written number for the roof in front of us, not a per-square figure from a satellite image.
Storm damage, tied to a date in the NOAA record, or a builder defect we can name. In a city this young those are the only two honest answers, and if it is a defect on a roof still inside a material warranty we will tell you before you pay us.
Manor Sec. 3.03.055 appears to exempt a straightforward re-roof, but we confirm with Permitting at (512) 272-5555 extension 4 for your job. Our Manor building contractor registration is current — Manor is the only city around here that charges for it, at $50 — and where a permit does apply the city requires a surety bond or escrowed deposit plus published liability minimums before it issues.
Tear-off and dry-in the same day, then decking, underlayment, metal, field, ridge, and a walk-through with you. Because no inspector is coming, you get the photographic record instead: open deck, underlayment, every penetration, finished field.
Laminated asphalt is what almost every Manor roof is and will be. The upgrade that matters on a builder roof is the assembly, not the brand — starter course, ridge, fastening and ventilation are what failed the first time round.
Manor's median home value is $347,900, 31% below Leander's, which means a hail deductible is a larger share of the household budget here. We quote the roof that solves the problem, we show what a better system costs alongside it, and we do not pad a scope because an insurer is involved.
Metal changes the arithmetic for an owner planning to stay, and it suits the larger lots toward the county line. The local wrinkle: Manor's ordinance requires new metallic roof surfaces producing glare beyond a property line to be painted, so the finish is part of the specification here.
Five years on our labor for a full replacement, written and specific about what it covers, handed over at the end of the job rather than promised on a doorstep.
Install a complete manufacturer system — starter, field, ridge and underlayment from one line — and the manufacturer's system warranty applies in your name, with the registration and documentation handed to you.
Open-deck photographs, the sheathing replacement count, the products installed and the written scope. In a city that does not inspect roofs, this is the proof the work was done right — for you now, and for a buyer's inspector later.
Don't see your question? Call us at (512) 900-1054 — we're happy to talk it through.
Most likely not. Manor Sec. 3.03.055 provides that a permit is not required for repairs and remodeling unless structural supports or supporting walls are removed or modified, floor space is added, or a plumbing or electrical permit is required — and a covering replacement does none of those on its face. Six months of the city's own published permit reports show no roofing permit type at all. Two qualifications: decking replacement that modifies structural supports does trigger one, and Manor moved permitting to GovWell in May 2026, so we confirm with the city for each job rather than state it as settled.
It saves a fee and removes your only independent check. Manor's code lists foundation, frame and final inspections and no roof stage whatsoever — no dry-in, no nail inspection, no roof final. On an unpermitted replacement nobody from the city sees the work at any point. That is the single most important fact about buying a roof in Manor, and it is why our quote includes the photographic record rather than treating it as an extra. Ask every bidder what documentation you will be left with.
The 2015 International Residential Code, adopted by Ordinance 165E on 17 August 2016. Manor's code of ordinances is codified through an October 2025 ordinance, so there is a nine-year gap between the current supplement and the building code — and the 2015 IRC differs materially from the 2021 and 2024 editions on underlayment and on fastening in higher-wind areas. Hutto is on 2024 and Leander on 2021. A quote transferred from either of those cities is built on the wrong assumptions.
Manor's Table R301.2(1) amendment reads Wind Speed 90 MPH, with no qualifier, alongside roof snow load 5 PSF, weathering moderate, frostline depth 12 inches, termite moderate to heavy, decay slight to moderate and winter design temperature 28. The 2015 table's column is an ultimate design wind speed column and 90 is the legacy nominal figure, so we will not label it either way, and it is not directly comparable to Leander's 115 mph. What we do in practice is fasten to the manufacturer's high-wind schedule, which exceeds either reading — a sensible answer in a town where NOAA has a roof blown off a house on record.
Usually you would not, and we will say so. Only 380 Manor homes predate 1990 — the entire genuinely aged pool. What legitimately puts a young Manor roof in the replacement conversation is storm damage we can tie to a date, or a builder-installation failure severe and widespread enough that patching it is not sensible. If neither applies, a repair is the right answer and we will quote that instead.
Ask for the evidence and hold the quote to it. A storm claim should point to a dated event in the public record — Manor's is short enough to check: seven named reports in eleven years, the defining one being the roof blown off a residence on 9 June 2019. A defect claim should name the defect, not gesture at the roof. And a replacement quote should carry a line-item scope. If a contractor cannot produce all three, that tells you something, and in a city with no roof inspection it is the only quality control available.
Manor's median home value is $347,900, the lowest in this stretch of the metro and 31% below Leander's, so we take the money conversation seriously rather than treating it as an afterthought. We price the roof that solves the problem, show what a better system costs beside it, and are honest when a well-done repair buys you three more years at a tenth of the price. If a claim is involved we will talk the deductible through with you plainly before anything is signed.
Weekdays 7:00 a.m. to 6:00 p.m., Saturdays 8:00 a.m. to 6:00 p.m., and Sundays 9:00 a.m. to 5:00 p.m. with no heavy equipment on Sundays at all — the tightest and most specific rule in the area, and it reaches 600 feet past the city limits into the ETJ. A tear-off needs a dump trailer, so a Manor replacement is a weekday or Saturday job. We schedule around that rather than start something we cannot finish.
Free inspection, honest scope, real warranty. Most service work scheduled within 24–48 hours.
