Pearland is the only city in this part of the Houston metro where a re-roof can pull you into the state windstorm program — and it depends on which county your building sits in. Pearland spans Brazoria, Harris and Fort Bend. Brazoria County is inside the Texas Department of Insurance designated catastrophe area; the other two are not. The city writes that split into its own code, giving Brazoria County TDI coastal standards and giving Fort Bend and Harris a flat 140 mph ultimate design wind speed.
Roof Experts is the commercial roofing partner Pearland TX property owners trust. We bring DFW-quality crews and materials to every Pearland project — TPO, EPDM, metal systems, and asphalt shingles. The first question on a Pearland commercial roof is which county the building is in, because it decides whether the TDI coastal regime applies. Brazoria County portions are inside the designated catastrophe area. Fort Bend and Harris portions carry a codified 140 mph ultimate design wind speed instead. We settle that before the specification is written.
The state rule defines construction and improvement to include reroofing by name, twice. For a building in the Brazoria County portion, work has to be built and inspected to TDI's adopted specifications to qualify for TWIA wind and hail coverage — a WPI-8 for ongoing construction inspected as the work proceeds, or a WPI-8-E for completed work inspected by a licensed engineer, which TDI notes may cost more.
Mechanically attached or fully adhered, over a tear-off or a recover, decided by what the cores show. With a codified windborne debris zone and a special wind region designation, the attachment pattern and the perimeter and corner enhancements are the argument on a Pearland low-slope roof.
Two-ply asphaltic systems where rooftop traffic is heavy or the deck has a long repair history. Redundancy at the membrane and complete flashing rebuilds at parapets and curbs are what keep a Gulf Coast commercial roof out of trouble.
Pearland prohibits collecting construction and demolition debris in the city except under contract with the city and payment of a franchise fee, and prohibits placing unauthorized roll-offs on public or private property on the same basis. Violations are a misdemeanour with a fine up to $2,000 and a separate offense each day.
Pearland makes it unlawful to mechanically empty a solid waste container between 7:00 p.m. and 7:00 a.m. when the container is within 400 feet of residential property. On a mixed-use or retail site that is a real constraint on when a full roll-off can be swapped, and we plan for it.
We establish which county the building sits in, then walk the roof with core cuts, a drainage assessment and photographs of every penetration and curb. Both outputs go in the report you keep.
For Fort Bend and Harris portions, to the codified 140 mph ultimate design wind speed with the windborne debris zone in force. For Brazoria portions, to TDI's adopted specifications with the certification path mapped out from the start rather than retrofitted at the end.
Pearland requires anyone performing permitted work to register as a contractor — free, annual, with a unique registration number used in the city's permitting portal — and to file $300,000 per occurrence combined property and bodily injury coverage on an ACORD certificate naming the City of Pearland as certificate holder. Roofing is not exempt from permit at any size, and starting without one doubles the permit fee.
Daily dry-in, no open deck overnight, and a closeout package with product data, warranty registrations, core findings, the permit and — where applicable — the windstorm certification documentation.
Heat-welded seams, a reflective surface that matters in a Gulf Coast summer, and a clear repair path for a building held for decades. In a codified windborne debris zone the perimeter and corner attachment is where the engineering actually lives.
Multi-ply asphaltic systems take constant rooftop access and tolerate an imperfect substrate better than a single-ply. Granulated cap sheets take abuse that a membrane will not.
Most metal roofs fail at a fastener, a closure or an eave detail long before the panel does. In a special wind region those details carry more load than they do inland, so we size them to the applicable design figure rather than to a default.
Five years on our labor for a full commercial system, in writing, with the covered scope stated. Repairs and partial scopes carry a shorter term and the contract says which one you bought.
No-dollar-limit system warranties of 15 to 20-plus years where the building and the scope qualify, installed by a certified crew with a manufacturer field inspection. We tell you whether yours qualifies before you budget around it.
Product data, warranty registrations, core-cut and moisture findings, the permit, and any windstorm certification paperwork. On a Brazoria County building that file is what your insurer's coverage rests on.

It depends on which county it is in, and Pearland is genuinely split. The Texas Department of Insurance designated catastrophe area takes in Brazoria County in full, so a building in the Brazoria County portion of Pearland is inside it. The Harris and Fort Bend portions are not — Fort Bend is not a listed county, and Harris is included only for property east of State Highway 146 inside five named cities, which do not include Pearland. The city's own code writes the split in: it gives the Brazoria portion TDI coastal standards and the other two 140 mph.
Yes, and the state rule says so in terms. The definitions in the windstorm inspection rules define construction as building or erecting a structure or repairing — including reroofing — altering, remodeling or enlarging an existing structure, and define improvement the same way. TDI's own plain statement is that to qualify for wind and hail insurance through TWIA, new structures, alterations, additions or repairs including re-roofs or roof repairs in the designated catastrophe areas must be constructed and inspected to the specifications TDI has adopted.
Timing, and who can issue it. A WPI-8 is issued for ongoing construction, inspected by a TDI-appointed Texas licensed professional engineer or a TDI windstorm inspector while the work is underway. A WPI-8-E is issued for completed construction and must be inspected by a Texas licensed professional engineer — and TDI notes plainly that because it is more difficult to inspect a completed structure for code compliance, it may cost more. The practical lesson: on a Brazoria County building, get the inspection arranged before the roof is closed up, not after.
For the Fort Bend and Harris County portions of Pearland, the city codifies 140 mph ultimate design wind speed, with Special Wind Region yes and Windborne Debris Zone yes — all three the opposite of Houston's table. For the Brazoria County portion the city codifies no number at all, only that wind design shall comply with TDI's standards for coastal counties. We will not publish a number for the Brazoria portion, because the applicable tier depends on where the boundary line runs inside the county. That comes from TDI's map or its windstorm field office, in writing.
Yes, at any size. Pearland's permit page lists repairing an existing structure among the work requiring a construction permit, and the codified exemption list runs to eight items — small accessory structures, low retaining walls, water tanks, finish work, shallow prefabricated pools, playground equipment, small window awnings and small low decks. Roofing is not exempt at any size, unlike Houston's 100-square-foot carve-out. Starting without a permit doubles the permit fee under the city's amended code.
We will not guess, and here is why. Pearland's residential fee schedule has no roofing line at all — the two plausible lines are a residential miscellaneous permit at $60.00 and an alteration and remodel without reconfiguration of space at $120.00, and we could not verify which the city applies to a re-roof. Rather than put a number on your contract that might be wrong, we confirm it with Community Development for your scope. Contractor registration itself is verified as $0.00 annually.
No, and this one catches out-of-town contractors hard. Pearland makes it unlawful to engage in the business of collecting solid waste or construction and demolition debris in the city except by contract with the city and payment of a franchise fee, and unlawful to place unauthorized roll-offs or dumpsters on public or private property on the same basis. Violations are a misdemeanor with a fine up to $2,000 and a separate offense for each day. The hauler must be franchised, and we use one that is.
Not in the evening or early morning near homes. Pearland makes it unlawful to operate a vehicle to empty a solid waste container by mechanical lifting apparatus between 7:00 p.m. and 7:00 a.m. when the container sits within 400 feet of residential property. On a retail or mixed-use site backing onto housing, that governs when a full box can be pulled, and we schedule around it rather than risk a citation on your property.
Free inspection, honest scope, real warranty. Most service work scheduled within 24–48 hours.
