Roof Replacement — Pearland, Texas

Roof Replacement Pearland TX

16,315 Pearland homes were built between 2000 and 2009 — 34.3% of the city, all now 17 to 26 years old and mostly still on the builder's original roof. That is the replacement wave, and in Pearland it collides with a rulebook: no permit exemption at any size, a doubled fee for starting early, a franchised-only debris container, and — for the Brazoria County third of the city — a state windstorm regime that names reroofing as covered work.

County first, specification second

Brazoria County portions of Pearland fall under TDI coastal standards and sit inside the state's designated catastrophe area. Fort Bend and Harris portions carry a codified 140 mph ultimate design wind speed. Those are two different roofs on paper, and the difference has to be settled before anything is ordered.

home

Full tear-off to the deck

Everything comes off. On a 2004 Pearland roof the decking is usually sound and the shingle usually is not — but a recover hides exactly the problem you paid to have fixed, and you cannot warrant a deck you have not seen.

check

Decking inspected and counted

Soft sheathing, delaminated plywood, split boards and gaps too wide to hold a nail all come out. You see the bad sheets before they leave and the replacement count goes on the invoice rather than into a lump-sum allowance written before the roof was open.

shield

Fastened for a windborne debris zone

Pearland codifies Special Wind Region yes and Windborne Debris Zone yes — both the opposite of Houston's table a few miles north. On a roof that means the nailing pattern, the starter course at eave and rake, and the edge metal, which are the three things a production crew cuts first.

Permit pulled before anyone starts

Roofing is not on Pearland's exemption list at any size, and the city doubles the permit fee for work commenced before the permit is obtained. Our contractor registration is current, with the $300,000 per occurrence combined coverage on an ACORD certificate naming the City of Pearland as certificate holder, as the code requires.

truck

Franchised container, legal hours

The roll-off comes from a hauler under contract with the city, because anything else is unlawful here. And it does not get emptied between 7:00 p.m. and 7:00 a.m. within 400 feet of homes — which in Pearland is most addresses.

Our process

Four steps from first call to finished.

01

Address, county and wind regime

We establish which county the house is in, and therefore whether TDI coastal standards or the codified 140 mph figure applies — and whether the windstorm certification path is in play at all.

02

Measure, inspect, photograph

Squares, pitch, penetration count, visible deck condition and the ventilation the roof actually has against what it needs. A written number for the roof in front of us, not a per-square figure from a satellite image.

03

Registration, permit and container

Registration current, permit pulled through the city's portal, franchised container booked. We confirm the fee with Community Development rather than quoting one, because Pearland publishes no roofing line and the two plausible lines differ by sixty dollars.

04

Tear off, dry in, finish, inspect

Tear-off and dry-in the same day — an open deck does not sit overnight on the Gulf Coast in spring. Then decking, underlayment, metal, field, ridge, the inspection, and a walk-through with you before the truck leaves.

Roof types we work on

Asphalt, metal, tile, slate, shake — we know it all.

Architectural asphalt shingle
Most Pearland replacements

Architectural asphalt shingle

Laminated asphalt covers nearly every roof here. On a 2000s builder roof the meaningful upgrade is the assembly, because the fastening pattern and the missing starter course are what failed the first time — not the brand of shingle.

Class 4 impact-resistant systems

Pearland's hail record is genuinely mild — 33 days in twenty-six years, none reaching two inches — so the honest case for Class 4 here is the carrier discount and the wind performance rather than a hail story. We will quote the roof both ways and let the arithmetic decide.

Longer horizon

Standing seam and metal panel

Metal changes the arithmetic for an owner planning to stay, and solves the low-slope porch runs and additions that keep failing in asphalt. In a codified special wind region the attachment detail carries real load, so it has to be engineered rather than eyeballed.

A permanent file on your roof

Open-deck photographs, the sheathing replacement count, the products installed, the permit and any windstorm certification paperwork. On a Brazoria County home that certification is what your wind and hail coverage rests on.

Roof Replacement Pearland TX FAQ

Common questions about this service.

Don't see your question? Call us at (469) 936-7663 — we're happy to talk it through.

Why is everyone on my street replacing their roof? +

Because the street was built at once. 16,315 Pearland homes — 34.3% of the city — went up between 2000 and 2009, so whole subdivisions reach the end of their original shingle's service life within a couple of years of each other. That is a real phenomenon rather than a sales pitch, though it does also attract door-knockers. Ask any bidder for their City of Pearland contractor registration and their ACORD certificate with the city as certificate holder, because the code requires both.

Do I need a permit? +

Yes, with no size threshold. Pearland's permit page lists repairing an existing structure among the work requiring a construction permit, and roofing appears nowhere on the city's eight-item exemption list. Houston exempts roof work up to 100 square feet; Pearland exempts none of it. And the city's amended code doubles the permit fee for work commenced before the necessary permits are obtained.

What will the permit cost? +

We will not guess, and that is deliberate. Pearland's published residential fee schedule contains no roofing line. The two plausible entries are a residential miscellaneous permit at $60.00 and an alteration and remodel without reconfiguration of space at $120.00, and we could not establish which the city applies to a re-roof. We confirm it with Community Development for your scope and put the actual figure on your contract. Contractor registration, for what it is worth, is verified at $0.00 a year.

What wind speed will my roof be built to? +

For the Fort Bend and Harris County portions of Pearland, 140 mph ultimate design wind speed, codified, with Special Wind Region yes and Windborne Debris Zone yes. For the Brazoria County portion, the city codifies no number at all — only that wind design shall comply with TDI's standards for coastal counties. We will not publish a figure for the Brazoria side because the applicable tier depends on where the state's boundary line runs inside the county; that comes from TDI in writing. Note how different this is from Houston, which publishes no citywide number and requires a per-address lookup instead.

Will my new roof need a windstorm certificate? +

If the house is in the Brazoria County portion, that is the right question to ask before the work starts rather than after. Brazoria is one of the state's fourteen first-tier coastal counties and is inside the designated catastrophe area in full. The windstorm rules define construction and improvement to include reroofing by name, and TDI states that re-roofs in the designated areas must be constructed and inspected to its adopted specifications to qualify for TWIA wind and hail coverage. A WPI-8 covers ongoing construction inspected as work proceeds; a WPI-8-E covers completed work, requires a licensed professional engineer, and TDI notes it may cost more.

Do I need ice-and-water shield across the whole roof? +

Not as a code requirement. Pearland's codified design-criteria table answers Ice Barrier Underlayment Required with a flat no, as does Houston's. We still use self-adhering membrane at valleys and every penetration, because that is where water actually gets in here — but if a quote charges you for full-field ice barrier and calls it code, it is not.

Where does the old roof go? +

Into a container from a hauler under contract with the city. Pearland makes it unlawful to collect construction and demolition debris in the city, or to place unauthorized roll-offs on public or private property, except by city contract with a franchise fee paid — a misdemeanor with a fine up to $2,000 and a separate offense each day. The container also cannot be mechanically emptied between 7:00 p.m. and 7:00 a.m. within 400 feet of residential property, which governs when it can be swapped.

When is the best time to book? +

Whenever the roof needs it, honestly — Pearland's hail season is mild enough that there is no dramatic queue to beat. What is worth planning ahead for is the paperwork: the permit, and on a Brazoria County address the windstorm inspection, which has to be arranged before the roof is closed up rather than chased afterwards with an engineer and a more expensive certificate.
