Red Oak is a full code cycle ahead of its neighbors, and that produces a genuinely strange result. The city adopted the 2024 International Residential Code by Ordinance 25-017 on May 12, 2025, while Cedar Hill and Glenn Heights are both still on the 2021 edition. Because the regional design criteria changed between those two cycles, three cities sitting within ten miles of each other are now built to different numbers. Cedar Hill and Glenn Heights design to 115 mph three-second gust and a 5 pound ground snow load. Red Oak designs to 105 mph and a 9 pound snow load. Same weather, same county line, different tables — purely because of which code year each city adopted. Ice barrier underlayment is not required in any of the three.

The storm history here is steadier and less spectacular than Cedar Hill's, and the wind record is the more serious half. Thirty-one hail reports within five miles since 2010, two of them two inches or larger, spread evenly across the years rather than clustered — Red Oak gets hit regularly instead of catastrophically. The largest stone inside five miles was 2.50 inches on June 13, 2023, described by the NWS as slightly larger than tennis ball size. The second largest came on September 24, 2023 at 2.25 inches, and that late-season signal is real: the ten-mile ring carries fourteen September reports, the strongest September pattern of any city around here.

The wind is what has actually taken roofs off. On April 11, 2011 a mobile storm spotter measured a 90 mph gust about five miles north of Waxahachie — a measured reading, not an estimate, which is rare in this area. The same storm peeled nearly the entire roof off a church on Dewberry Boulevard in Lancaster and did $600,000 of damage in Waxahachie, where the NWS survey confirmed 80 mph straight-line winds: a warehouse on the south side lost most of its roof, an apartment complex on Franklin Street took partial roof loss and brick wall damage, the Comfort Suites near I-35E and Highway 287 lost roofing, and the Stelco Industries building along I-35E was nearly destroyed with heavy machinery moved inside it. On March 8, 2025 an emergency manager reported a single-story house on the northwest side of Waxahachie with partial roof removal and a blown-in garage door, consistent with 80 to 90 mph winds, in a storm that killed a man in Ellis County when his RV was blown over and rolled.

And on April 3, 2012, the tornado started here. The NWS record reads: a tornado began near Highland Road, east of I-35 in Red Oak and continued northeast into Dallas County, doing minor EF0 damage to trees, crops and shingles through Ellis County before strengthening into an EF2 and causing substantial damage in Lancaster. The full path ran 13.7 miles and the Dallas County segment alone carried a $400 million damage figure.

Red Oak's housing is the newest in this corner. Median year built is 2007, forty percent of the stock went up in 2010 or later, median home value is $366,100, and 84 percent of units are single-family detached — the highest detached share of the three cities on this side of Ellis County. The city has grown five and a half times over since 1990, from 3,124 people to roughly 20,400. That means most Red Oak roofs are still the original builder covering, and the question on most inspections is whether a specific storm damaged a young roof rather than whether an old roof has worn out.

Now the part where we are going to be more honest than the competition. Red Oak does not name roofing as a permit type anywhere. It is not on the city's residential building permit list, and the Master Fee Schedule has no roofing line item at all. The city's general rule is clear that a permit must be issued before any work is started, but the fee schedule offers two candidate lines that do not agree: $100 per contractor for single-family residential repairs, additions or alterations, and $50 for any permit not specified. Two enforcement rules do apply and they have teeth. Work started without a permit triggers an investigation fee equal to the permit fee, charged in addition to the permit fee whether or not a permit is eventually issued — it doubles the cost. And concealing work before the required inspection carries a $50 unauthorized cover-up fee. On a roof, the thing being concealed is your decking.

Red Oak also amended no part of IRC Chapter 9. Not R902, not R903, not R905, not R908. Unlike Cedar Hill, which wrote its own gutter requirement and kept a blanket roof classification rule, Red Oak wrote nothing local about roofing at all. The unmodified 2024 IRC governs underlayment, drip edge, fastening, slope and reroofing here. One more quirk: the city deleted residential certificates of occupancy entirely.

If your house sits in a Planned Development, check the PD ordinance. The zoning ordinance gives City Council a list of design features to consider when establishing a residential PD, and that list includes a minimum 7:12 roof pitch and dimensional shingles with a 30-year rating. It is a list the Council considers, not a citywide mandate — but where a PD ordinance adopted it, those standards bind your subdivision, and a 7:12 pitch is steeper than anything required in Cedar Hill or Glenn Heights.
