Residential Roofing Contractor Tulsa OK

Oklahoma law requires a roofing contractor's registration number to appear on the contract you sign, on the business card handed to you, on the sign posted at your job site, and on both sides of every truck in letters at least two inches high with the prefix 'OK'. A roofer who cannot show you that number is not merely unregistered — under 59 O.S. § 1151, an unregistered roofing contractor cannot maintain a claim or suit in an Oklahoma court to collect on the work. Texas homeowners have nothing like this. Tulsa homeowners should use it.

Verify the registration before anything else

Oklahoma registers roofing contractors by statute through the Construction Industries Board: $75.00 a year, expiring on the last day of the qualifying party's birth month, with residential work requiring liability coverage of not less than $500,000 and the CIB named as a certificate holder. The registration is suspended automatically on the date that policy cancels. The number must appear on contracts, cards, correspondence and advertising, on job-site signage with the firm name and phone number, and on both sides of every vehicle at two-inch height. The CIB publishes a free public lookup — use it.

The permit requires insurance proof, by state law

Tulsa will not issue a residential permit without proof of general liability and workers' compensation coverage, under 11 O.S. § 43-109.9. A homeowner doing the work personally can file a notarized Affidavit of Exemption instead; a contractor cannot. 'Reroofing/Redecking' is an express type of work on Tulsa's residential building permit application, so there is no ambiguity about whether your re-roof needs one. There is no state equivalent to this in Texas, and it is one of the better consumer protections in any market we serve.

shield

No layovers — the cleanest tear-off rule anywhere we work

Tulsa's amendment to R908.3.1.1 bars a re-cover where the existing roof is water-soaked or deteriorated, where the covering is slate, clay, cement or asbestos-cement tile, where two or more applications exist, and — item four — where the existing roof has one or more applications of asphalt shingles. The same item appears in Tulsa's commercial IBC amendment and in the Oklahoma statewide rule. Three independent sources, no map to interpret and no exposure zone to argue about. An asphalt shingle never goes over an asphalt shingle here.

landmark

HP overlay zoning, and it applies even without a building permit

Eight Tulsa neighborhoods and sites carry Historic Preservation overlay zoning: Gillette, Council Oak Tree Site, North Maple Ridge, Swan Lake, Yorktown, Brady Heights, Elmwood and the Patrick J. Hurley Mansion, and Tracy Park. The Tulsa Preservation Commission states that the HP Permit process is mandatory for any exterior change or repair in an HP-zoned neighborhood, expressly including cases where a building permit is not required. Staff can approve some work without full Commission review, and exemptions exist — we call TPC staff first rather than claiming an in-kind exemption the guidelines do not publish.

The oldest housing stock in any market we work

The ACS 2020–2024 estimates put Tulsa at 192,797 housing units with a median year built of 1973, 64.9 percent built before 1980, and 17,297 units predating 1940 — more pre-1940 housing than several whole cities we serve. The 1970s are the largest single decade at 38,542 units, and there are 119,102 detached single-family homes. That is a market where original decking, original flashing details and undersized ventilation are the default assumption on inspection, not the surprise.

clock

A residential endorsement is coming, and the clock is running

House Bill 1628 created a new Residential Roofing Endorsement; Senate Bill 1873 moved the transition to 1 January 2027 and the deadline to 1 January 2028; House Bill 3800 added continuing education and enforcement. From 1 January 2027 it becomes unlawful to subcontract with an unregistered labor-only crew, with citations available against all parties. From 1 January 2028 the endorsement is required for all residential roofing work in Oklahoma, grandfathering closes, and labor-only crews must carry proof on the job site that they work directly for an endorsement holder. We are tracking it because it changes who is legally able to put a crew on your house.

Our process

Four steps from first call to finished.

01

Inspection, with the credentials shown first

We arrive with our state registration and the CIB lookup you can check yourself, then get on the roof and photograph decking, flashings, penetrations, ventilation and prior repairs. On Tulsa's stock we expect to find something that was not visible from the driveway. You keep the full photo set regardless of whether you hire us.

02

Scope, HP review where it applies, and the permit

The scope is written as a tear-off scope, because the ordinance leaves no other option on an asphalt roof. If your address sits in one of the eight HP overlay districts, the HP Permit goes first — it is required for exterior repair even where a building permit is not. Then the city permit, with the insurance and workers' compensation proof Oklahoma statute requires before issuance.

03

Tear-off, deck inspection, ice barriers and dry-in

Everything comes off to the sheathing, which Tulsa's code defines rather than leaves to judgment. We install the 36-inch ice barriers Oklahoma mandates in every valley and at every change in pitch, drip edge at eaves and rakes to the fastening specification, and flashings — all before the crew leaves for the day.

04

Inspection, sweep and your documentation file

Inspections scheduled through the city portal, with Monday inspections called in by phone. Magnet sweep, ground walk with you, and the closeout file: permit record, HP Permit where one applied, warranty registration, and the deck and flashing photographs from step three.

Impact-rated architectural shingles
The realistic default here

Impact-rated architectural shingles

Tulsa County recorded 297 hail reports across 69 distinct days between 2015 and 2025, including a 4.25-inch stone near the airport in March 2015. A Class 4 impact-rated laminate is the sensible baseline, and most carriers discount the premium for one. We are precise about the limits: Class 4 is earned in a UL 2218 steel-ball test, it genuinely improves bruise resistance, and nothing stops a four-inch stone. Ask your carrier for the discount figure before you pick a product.

High-wind laminates with enhanced fastening
Because Tulsa is a wind market too

High-wind laminates with enhanced fastening

Tulsa County logged almost as many thunderstorm-wind reports as hail reports over eleven years, and the June 2023 derecho produced a measured 100 mph gust less than three miles from downtown. That makes the nailing pattern as decisive as the product. Six-nail patterns, starter at eaves and rakes, and hip and ridge sealed and fastened are what actually hold a Tulsa roof down.

Standing-seam metal and low-slope systems
Mid-century and architecturally distinctive homes

Standing-seam metal and low-slope systems

Tulsa has housing most markets do not — Lortondale's 1954–55 mid-century modern tract is nationally known, and low-slope and shallow-pitch roofs are common across Brookside, Ranch Acres and Florence Park South. Those roofs are frequently wrong for shingles and always wrong for a shingle repair. Standing seam or a properly terminated membrane section is the correct answer, and we will say so even when it complicates the quote.

50yr

Manufacturer limited lifetime coverage

Most laminated shingles carry a limited lifetime warranty with a non-prorated initial period. We read the actual document with you — 'lifetime' is tied to your ownership, it prorates after the initial window, and on most products it is material-only unless the full system is installed by a certified contractor.

25yr

Certified system warranty

Where underlayment, starter, field shingle, hip and ridge and ventilation all come from one manufacturer and are installed by a contractor that manufacturer has certified, coverage extends past material into workmanship for a defined term. It only exists if the roof is genuinely built as a system, and we will tell you which details it depends on.

2yr

Roof Experts workmanship, behind a state registration

Our own coverage on the installation. Behind it sits a protection Texas homeowners do not have: an Oklahoma roofing contractor whose registration is not valid and in good standing while performing the work cannot maintain a claim or suit in an Oklahoma court to collect, and advertising or acting as a roofing contractor without registration carries an administrative penalty up to $5,000.

Residential Roofing Contractor Tulsa OK FAQ

Common questions about this service.

Don't see your question? Call us at (539) 444-9955 — we're happy to talk it through.

How do I check that a roofer knocking on my door in Tulsa is legitimate? +

Ask for the Oklahoma roofing contractor registration number and check it against the Construction Industries Board's free public lookup. The statute requires that number on the contract itself, on business cards and correspondence, on a sign posted conspicuously at your job site with the firm name and phone number, and on both sides of every vehicle in letters at least two inches high preceded by 'OK'. Registration costs $75.00 a year and expires on the last day of the qualifying party's birth month, so check that it is currently in good standing, not merely that it exists.

What happens if I hire an unregistered roofer? +

Under the Roofing Contractor Registration Act, a person who acts as a roofing contractor without a valid registration in good standing continuously while performing the work cannot maintain a claim, action or suit in an Oklahoma court related to that work. Advertising or acting as a roofing contractor without registration carries an administrative penalty up to $5,000. And if a registration lapses mid-job, the statute requires disclosure and gives the homeowner an option to cancel the contract. Subcontractors and out-of-state contractors are expressly covered by the definition.

Do I need a permit, and what does Tulsa require to issue it? +

Yes. 'Reroofing/Redecking' is an express type of work on Tulsa's residential building permit application. Oklahoma statute at 11 O.S. § 43-109.9 requires proof of general liability and workers' compensation insurance as a condition of issuing a residential permit; a homeowner doing the work themselves can file a notarized Affidavit of Exemption instead, but a contractor cannot. Note also that a straight re-roof is a repair-class permit in Tulsa — the moment you change the roof pitch or modify the roof structure it becomes an alteration permit with plan submittal.

Can I put new shingles over the old ones? +

No. Tulsa's R908.3.1.1 amendment bars a re-cover where the existing roof has one or more applications of asphalt shingles, and the identical item appears in Tulsa's commercial IBC amendment and in Oklahoma's statewide rule. Three sources, no map and no exposure zone to interpret. Slate, clay, cement and asbestos-cement tile can never be re-covered, and two or more existing layers of anything bars it. Plan on a full tear-off.

My neighborhood is historic. Does that affect my roof? +

It depends on whether you are in one of the eight HP overlay-zoned areas — Gillette, Council Oak Tree Site, North Maple Ridge, Swan Lake, Yorktown, Brady Heights, Elmwood and the Hurley Mansion, or Tracy Park. The Tulsa Preservation Commission states the HP Permit process is mandatory for any exterior change or repair in those areas even where a building permit is not required, reviewed against the Unified Design Guidelines. Staff can approve some work without full Commission review and some exemptions exist, but the TPC does not publish them, so we call staff first. National Register listing alone is a separate thing and does not by itself trigger local design review.

How old is the typical Tulsa roof? +

Old. The ACS 2020–2024 estimates give a median year built of 1973 across 192,797 units, with 125,165 of them — 64.9 percent — built before 1980, and 17,297 predating 1940. The 1970s are the largest decade at 38,542 units. Tulsa also has 119,102 detached single-family homes, which is a larger single-family stock than any other market we serve. On a house from that distribution we expect original decking and undersized ventilation as the baseline.

What is this new residential endorsement I keep hearing about? +

House Bill 1628 became law in May 2025 creating a Residential Roofing Endorsement; Senate Bill 1873 moved the transition start to 1 January 2027 and the deadline to 1 January 2028; House Bill 3800 added continuing education and enforcement authority. From 1 January 2027 subcontracting with an unregistered labor-only crew becomes unlawful for both parties. From 1 January 2028 the endorsement is required for all residential roofing work, grandfathering closes, and labor-only crews must keep proof on site that they work directly for an endorsement holder. It is worth asking any roofer bidding your house what their plan for it is.

When does hail hit Tulsa? +

May, overwhelmingly — 142 of Tulsa County's 297 hail reports from 2015 to 2025 fell in May, the most concentrated peak of any county we track, with April second at 57 and March third at 28. But unlike DFW, Tulsa keeps going: 12 reports in October, 11 in September, and four each in January and December. There is verified October hail at Sperry in 2019 and September hail near Turley in 2025. The season here has a real autumn and winter tail, which changes when an elective replacement is worth scheduling.
