Waco does something no Dallas–Fort Worth city does: its code rolls forward automatically. Under Sec. 6-26(c), newer editions of the adopted I-Codes are adopted twelve months after the International Code Council publishes them, without a new council vote, with the energy code deliberately carved out. Waco is currently on the 2024 International Building and Residential Codes while still holding the 2018 energy code. A contractor working off a DFW spec sheet is working off the wrong book.
Roof Experts is the commercial roofing partner Waco TX property owners trust. We bring DFW-quality crews and materials to every Waco project — from TPO and metal systems to inspections and full commercial roofing. Need an estimate? The 2024 International Building Code and 2024 International Residential Code, adopted by Ordinance 2025-813 and effective 1 January 2026, with the energy code deliberately held at the 2018 edition. Waco is not in the North Central Texas region and adopts no equivalent regional amendment package, so a DFW detail sheet does not transfer.
Mechanically attached or fully adhered, over a tear-off or a recover, decided by what the cores show. Over half of Waco's building stock is at least forty-six years old, so decks here reward being opened rather than covered again.
Two-ply asphaltic systems where rooftop traffic is heavy or equipment needs constant service. Granulated cap sheets take abuse a single-ply will not, and on a downtown building with decades of patches the redundancy is genuine insurance.
Fastener and closure work, eave and end-lap repair, panel replacement and retrofit framing over a failed metal roof. The Waco record includes a collapsed metal barn building and a missing roof between Robinson and Hewitt in March 2025 — the details are where these assemblies fail.
Waco requires a nonexclusive city permit for anyone collecting, transporting or disposing of solid waste produced in the city, and a commercial solid waste permit can be issued for office, commercial or industrial generators. Residential is a different regime entirely. We establish the right route for your container before mobilization.
Waco's noise ordinance gives construction an affirmative defense between 7:00 a.m. and 10:00 p.m., provided the sound stays under 85 dB(A) measured at the nearest residential property receiving it. That 10:00 p.m. end is later than most Dallas-area cities allow, which helps on an occupied building.
Full roof walk, core cuts, drainage assessment and photographs of every penetration and curb. On a commercial roof the question is never only whether it leaks — it is how much wet insulation you are paying to condition.
Recover versus tear-off, membrane, insulation, tapered design and attachment, checked against the code edition Waco is actually on rather than a regional habit. The reason for each choice is written out.
Waco's fee schedule carries a dedicated roofing line, and we confirm the commercial figure with Inspection Services at (254) 299-2489 before it goes on your contract. Reinspections escalate — $55, then $100, then $150 — so we get it right the first time.
Daily dry-in, no open deck overnight, and a closeout package with product data, warranty registrations, core findings, the permit and completion photographs.
Heat-welded seams, a reflective surface that earns its keep through a Central Texas summer, and a clear repair path for a building held for decades. PVC earns its premium where restaurant exhaust or chemical discharge is in play.
Multi-ply asphaltic systems take constant rooftop access and tolerate an imperfect substrate better than a single-ply. On Waco's substantial pre-1970 commercial core that redundancy earns its place.
Waco took 4.50-inch hail two miles east of the city on 26 April 2023 and 4.25-inch softball hail at Bosqueville the same day, with HVAC damage reported at the regional airport. On a commercial roof that argues for impact-rated coverings and for protecting rooftop equipment, not just the membrane.
Five years on our labor for a full commercial system, in writing, with the covered scope stated. Repairs and partial scopes carry a shorter term and the contract says which one you bought.
No-dollar-limit system warranties of 15 to 20-plus years where the building and the scope qualify, installed by a certified crew with a manufacturer field inspection. We tell you whether yours qualifies before you budget around it.
Product data, warranty registrations, core-cut and moisture findings, the permit and completion photographs. In a city with no contractor registration program, that file is a meaningful part of what you are buying.

The 2024 International Building Code and 2024 International Residential Code along with the 2024 existing building, property maintenance, plumbing, mechanical, fuel gas, fire and swimming pool codes, adopted by Ordinance 2025-813 and effective 1 January 2026 — but the 2018 International Energy Conservation Code, deliberately held back. The unusual part is Sec. 6-26(c): newer editions are adopted automatically twelve months after ICC publishes them, without a council vote, with the energy code carved out of that rolling adoption.
No. We read the complete local amendment list at Sec. 6-29 — ten items covering the electrical part, permit fees, appeals, residential sprinklers, the energy chapter, air conditioning capacity, abandoned gas piping, sewer depth, hose bibbs and EV power transfer. Not one touches the roofing chapter or the design-criteria table. So a Waco roof is governed by the unamended 2024 roofing chapter, which is a genuine difference from the DFW area where the regional amendment package modifies roof covering classification.
Waco's published fee schedule carries a dedicated residential roofing permit at $125 and separate lines for repairs and alterations. For a commercial scope we confirm the applicable line with Inspection Services at (254) 299-2489 and put the real figure on your contract rather than quoting the residential number. Worth knowing: failed reinspections escalate at $55, $100 and $150.
Waco publishes no filled-in local design-criteria table, so there is no city-specific number to quote and we will not invent one. Under the unamended 2024 code the design value comes from the code's own figure for the site. For an engineered commercial assembly we obtain the governing number from Inspection Services in writing and design to it.
Genuinely severe, and Waco has the record to prove it. Across 2000 to 2025 there were 46 distinct hail days within ten miles, eighteen of them with stones of 1.75 inches or larger. The standout is 26 April 2023: 4.50-inch hail two miles east of Waco reported by a trained spotter, with the NWS narrative recording numerous vehicles and buildings damaged, and 4.25-inch softball hail at Bosqueville near the regional airport with HVAC damage reported at the airport itself. That is a rooftop-equipment problem as much as a membrane problem.
We found no contractor registration or licensing program anywhere in Waco's Code of Ordinances — Chapter 6 contains only the appeals board, and Chapter 13's fourteen licensing articles cover everything from pawnbrokers to farmers' markets but not contractors. The only contractor-related fee on the schedule is a $60 transfer fee. We state that as what we found rather than as a certainty, and suggest confirming with Inspection Services. Practically it means your own diligence and the contractor's insurance are the screens.
For a commercial property, yes, with a permit. Waco requires a nonexclusive city permit before anyone may engage in the business of collecting, transporting or disposing of solid waste produced in the city, and a commercial solid waste permit may be issued for office, commercial or industrial waste generators. Residential is the opposite — the ordinance says no solid waste permit will be issued for collection from residential units, single-family or multi-family. We sort out which regime your property falls under first.
7:00 a.m. to 10:00 p.m., provided the noise stays under 85 dB(A) at the nearest receiving residential property. Waco's ordinance frames this as an affirmative defense rather than a blanket permission, so both conditions have to hold. That 10:00 p.m. cutoff is later than most Dallas-area cities allow, which gives real flexibility on an occupied building.
Free inspection, honest scope, real warranty. Most service work scheduled within 24–48 hours.
