Humble requires something almost no other Texas city does: proof of current workers' compensation coverage before a contractor can register to work here at all. Texas does not generally mandate workers' comp for private employers, so a great many roofing crews cannot meet it. Registration is in person, annual, and the license holder has to appear themselves — the city will not accept a letter of consent. Ask whoever is bidding your building whether they hold a current City of Humble registration.

All contractors, homeowners and trades must register to perform work in Humble. Registration runs the calendar year, costs $100, must be completed in person at 114 W. Higgins Street, and requires workers' compensation as well as general liability naming the city as certificate holder. That combination filters out a lot of storm-chasing outfits before they ever reach your parking lot.
Mechanically attached or fully adhered, over a tear-off or a recover, decided by what the cores show. Humble's commercial stock skews to the 1970s and 1980s, which means decks that have already carried a roof or two and are worth opening.
Two-ply asphaltic systems where rooftop traffic is heavy or the deck has a long repair history. Granulated cap sheets take abuse a single-ply will not, and on an older building the redundancy is genuine insurance.
Fastener and closure work, eave and end-lap repair, panel replacement and retrofit framing over a failed metal roof — priced separately so the decision gets made on real numbers rather than one figure.
Humble's commercial permit is valuation-based, from $50 up to $1,500 plus $2.00 per thousand above half a million, with plan review at half the permit cost. The registration terms also require inspections to be requested before any work covers or obscures previous work, with permission to cover given in writing. We work that way rather than covering first and asking later.
Humble prohibits construction work between 10:00 p.m. and 6:00 a.m. — but a separate section bars pneumatic hammers, hoists and similar appliances until 7:00 a.m. A roofing crew running compressors and nail guns should treat 7:00 a.m. as the safe start, and we do.
Full roof walk, core cuts, drainage assessment and photographs of every penetration and curb. On a commercial roof the question is never only whether it leaks — it is how much wet insulation you are paying to condition.
Humble's city limits cover under ten square miles, and a great deal of Humble-addressed property is unincorporated Harris County or City of Houston. Which side your building is on decides the permit path entirely, so we settle it before quoting rather than after.
Our City of Humble registration is current and renews every January. We pull the permit before anyone touches the roof — the city doubles all required permit fees for work performed before issuance, in addition to a Code Enforcement citation and whatever fine the Municipal Court orders.
Daily dry-in, no open deck overnight, inspections requested before anything covers previous work, and a closeout package with product data, warranty registrations, core findings, the permit and completion photographs.
Heat-welded seams, a reflective surface that earns its keep through a Gulf Coast summer, and a clear repair path for a building held for decades. PVC earns its premium where restaurant exhaust or chemical discharge is in play.
Multi-ply asphaltic systems take constant rooftop access and tolerate an imperfect substrate better than a single-ply. With more than 80% of Humble's building stock predating 2000, that redundancy earns its place here.
Humble is 61.2% renter-occupied, with 1,501 units in buildings of five or more. A multifamily roof is a phasing exercise as much as a roofing job — we sequence by building, keep access and parking usable, and report progress in writing for an owner who may be elsewhere.
Five years on our labor for a full commercial system, in writing, with the covered scope stated. Repairs and partial scopes carry a shorter term and the contract says which one you bought.
No-dollar-limit system warranties of 15 to 20-plus years where the building and the scope qualify, installed by a certified crew with a manufacturer field inspection. We tell you whether yours qualifies before you budget around it.
Product data, warranty registrations, core-cut and moisture findings, the permit and completion photographs. For an owner with more than one property in the Humble area, that file makes the next roof far easier to plan.

More than most Texas cities. All contractors, homeowners and trades must register to perform work in the City of Humble. Registration costs $100, runs the calendar year from 1 January to 31 December, and must be completed in person at the building department on West Higgins Street — the city states plainly that the license holder must register in person and that it does not accept letters or other forms of consent for someone else to register on their behalf. The documents required include proof of current workers' compensation and comprehensive general liability of not less than $250,000 per occurrence for bodily injury and $100,000 for property damage, with the City of Humble named as certificate holder.
Because Texas does not generally require private employers to carry it, so a great many roofing crews do not. Humble does require it to register. For a building owner that is worth understanding: on an uninsured crew, an injured worker's route to recovery can run through the property owner. A contractor who can produce a current Humble registration has already had to prove comp coverage to the city.
Yes, and it is filed as a building permit — Humble has no separate roofing permit category, and no roofing line appears in its fee schedule. Commercial permits are valuation-based: $50 up to $1,000 of value, rising through several tiers to $1,500 plus $2.00 per $1,000 above $500,000, with plan review at half the permit cost. We confirm the scope and the figure with the Building Department at (281) 446-6228 before it goes on your contract.
The city's fee schedule is explicit: any work performed prior to the issuance of required permits results in a fee equal to double the amount of all required permits, in addition to any citation issued by Code Enforcement and whatever fine the Municipal Court orders. Humble also reserves the right to hold or deny permits to contractors who fail to obtain finals on permits already issued under their registration.
Worth checking first, because it changes everything. Humble's city limits cover under ten square miles and about 6,400 housing units. A great deal of Humble-addressed property — Atascocita, Eagle Springs, Fall Creek, Summerwood and parts of Kingwood — sits in unincorporated Harris County or the City of Houston. Inside the city you get registration, permits and inspections. In unincorporated Harris County there is no county re-roof permit at all.
The 2018 International Building Code for commercial work and the 2018 International Residential Code for one- and two-family dwellings, both adopted by Ordinance 19-836 in February 2019. We found no local amendment to the roofing chapter, so the unamended 2018 text governs roof coverings, underlayment, re-roofing, sheathing and fastening. Humble is in the Houston-Galveston area, not the North Central Texas region, so none of the DFW regional amendments apply.
Humble's own residential permit application states that structures over 250 square feet require an engineer-sealed windstorm design and gives a design wind speed of 130 to 140 mph. We will be straight about the caveat: that is a permit application form rather than an ordinance, and no completed design-criteria table for Humble turned up in the codified ordinance. We treat 130 to 140 mph as the city's stated figure and confirm the governing table with the Building Official on any engineered assembly.
Harris County recorded 50 distinct hail days across the eleven years from 2015 through 2025, an average of 4.5 a year, with 2024 the peak at nine days and 2022 recording none at all. April is the peak month with May close behind — together they account for 57% of all hail reports. The largest stone in that eleven-year county record is 2.75 inches, baseball size, reported near Highway 249 and Boudreaux Road on 19 April 2015.
