Four out of five homes inside the Humble city limits were built before 2000, and the peak decade is the 1980s. A 1980s roof is thirty-six to forty-six years old — two full replacement cycles past its original covering. But the more important Humble fact is a map: the city covers under ten square miles, and most of the property with a Humble address sits outside it, in unincorporated Harris County or the City of Houston, where no re-roof permit exists at all.

Inside the city limits there is registration, a permit, an inspection and a doubled fee if anyone starts early. In unincorporated Harris County — Atascocita, Eagle Springs, Fall Creek, Summerwood, parts of Kingwood — there is no county re-roof permit and nobody inspecting the work. We tell you which one applies to your address before we quote.
Humble requires every contractor to register in person, annually, with proof of workers' compensation as well as general liability naming the city as certificate holder. Texas does not generally require workers' comp, so this filters the field. Ours is current, and it is a fair question to ask any other bidder.
Everything off, decking inspected, bad sheathing replaced and counted on the invoice. On a 1982 Humble house that has been re-roofed twice, the deck has not been seen since the house went up, and a recover is a decision to keep it that way.
Self-adhering membrane at valleys and every penetration, synthetic underlayment across the field, all new metal rather than sealant over old metal, and an honest look at whether the attic actually breathes. On a 1980s roof the ventilation was sized by habit rather than calculation.
Humble adopted the 2018 International Residential Code by Ordinance 19-836 in February 2019, and we found no local amendment to the roofing chapter — so the unamended 2018 text governs coverings, underlayment, re-roofing, sheathing and fastening. That is an older edition than several neighbors use, which is worth knowing when comparing quotes across the metro.
Humble charges $25 per vehicle operating within the city for solid waste collection, so the roll-off on your driveway comes from a hauler that has paid it. Assume tear-off shingles go to a private construction and demolition facility in a contractor-supplied container rather than to your curb.
We establish whether your home is inside the city limits or in unincorporated Harris County, because that decides the permit path. Then squares, pitch, penetration count, visible deck condition and existing ventilation, with photographs.
Shingle line, starter, ridge, underlayment and metal. If your subdivision carries recorded restrictions — Humble's platted neighborhoods commonly do — we check them before ordering rather than after.
Inside the city, a re-roof is filed as a Residential Building Permit at $50 plus $0.32 per square foot of roof-covered floor space, with plan review at half the permit cost. Outside it, there is nothing to pull and we will say so rather than adding a line to your invoice.
Tear-off and dry-in the same day — an open deck does not sit overnight on the Gulf Coast. Then decking, underlayment, metal, field, ridge, the inspection where one applies, and a walk-through with you.
Laminated asphalt covers nearly every roof here. On a third-generation roof the meaningful upgrade is the assembly — a full starter course at eave and rake, matching hip-and-ridge, edge metal, and ventilation calculated rather than copied from whatever was there.
Harris County averages 4.5 hail days a year, with 2024 the peak at nine. Class 4 is a laboratory impact rating that many carriers discount, and we will explain what it is and is not, then quote the roof both ways so the premium is visible.
Humble's median home value is among the lowest in the metro, which makes a deductible a bigger share of a household budget. We quote the roof that solves the problem, show what a better system costs beside it, and say so plainly when a good repair buys three more years at a fraction of the price.
Five years on our labor for a full replacement, written and specific about what it covers, handed over at the end of the job rather than promised on a doorstep.
Install a complete manufacturer system — starter, field, ridge and underlayment from one line — and the manufacturer's system warranty applies in your name, with the registration and documentation handed to you.
Open-deck photographs, the sheathing replacement count, the products installed and any permit. If your home is outside the city limits, where nobody inspects, that file is the only record the work was done right.

If you are inside the city limits, yes — filed as a Residential Building Permit, because Humble has no separate roofing category. The fee is $50 plus $0.32 per square foot of roof-covered floor space, with plan review at half the permit cost. If your address is in unincorporated Harris County, which a great deal of Humble-addressed property is, there is no county re-roof permit at all. We establish which applies before quoting and we do not add a permit line where none exists.
Ask us and we will check it, because it is not obvious from an address. The City of Humble covers under ten square miles and about 6,400 housing units. Atascocita, Eagle Springs, Fall Creek, Summerwood and parts of Kingwood all carry Humble addresses and sit outside the city — in unincorporated Harris County or the City of Houston. Inside the city you get a permit, an inspection and a registered contractor. Outside it, the only quality control is the contractor you chose.
Workers' compensation. Humble requires proof of current workers' comp as well as comprehensive general liability of not less than $250,000 per occurrence for bodily injury and $100,000 for property damage, with the City of Humble named as certificate holder. Texas does not generally require private employers to carry comp, so a lot of roofing crews cannot meet it. Registration is $100, runs the calendar year, and must be done in person — the city will not accept a letter authorizing someone else to register on a license holder's behalf.
Humble doubles it. The fee schedule states that any work performed prior to the issuance of required permits results in a fee equal to double the amount of all required permits, on top of any Code Enforcement citation and whatever fine the Municipal Court orders. The city also reserves the right to hold or deny permits to contractors who fail to obtain finals on work already permitted under their registration.
Almost certainly past time on the original covering. The 1980s are Humble's peak building decade at 1,555 units, with the 1970s close behind at 1,350 — together 45% of the housing inside the city. A 1980s roof is thirty-six to forty-six years old, which on a twenty-to-twenty-five-year asphalt service life is two full cycles. 81.8% of Humble's housing predates 2000. That does not mean your specific roof is finished, and we would rather look at it than argue from a table.
Humble's own residential permit application gives a design wind speed of 130 to 140 mph for structures over 250 square feet requiring engineer-sealed windstorm design. The honest caveat: that figure comes from a permit application form rather than an ordinance, and no completed design-criteria table for Humble appears in the codified code. We treat it as the city's stated figure, fasten to the manufacturer's high-wind schedule as standard, and confirm the governing table with the Building Official on anything engineered.
Seven o'clock, and there is a reason for the extra hour. Humble prohibits construction work between 10:00 p.m. and 6:00 a.m., but a separate section of the same chapter bars pneumatic hammers, hoists and similar appliances until 7:00 a.m. A roofing crew runs compressors and nail guns, so 7:00 a.m. is the safe start and that is what we work to — including in July, when an earlier start would be more comfortable for everyone.
Harris County recorded 50 distinct hail days across 2015 through 2025 — about 4.5 a year — with a peak of nine days in 2024 and zero in the whole of 2022, so it is not an even cadence. April is the peak month with May very close behind; together they account for 57% of all hail reports, and there are no reports at all in February, September, October or November. The largest county stone in that period was 2.75 inches near Tomball in April 2015.
Free inspection, honest scope, real warranty. Most service work scheduled within 24–48 hours.
