For any roofing project covering more than one square — 100 square feet. That is the strictest threshold among Irving's neighbours: Richardson's is 25% of the roof area and Fort Worth requires no permit at all for shingle-only work. The fee is $100 for single-family and $150 for multi-family or commercial, with $75 re-inspection.
Irving adds an investigation fee of 100% of the regular fee, so a $150 commercial permit becomes $300. Note also that there is no $2,000 job-value threshold in Irving's fee schedule — that is a neighbouring city's rule and it does not apply here.

Not as a local requirement. Irving adopted the 2024 IRC and IBC with no roofing amendments at all, and the 2024 regional package dropped the blanket Class A/B/C sentence that 2021-cycle cities still carry. So there is no local minimum fire classification in Irving. In practice we specify Class A products regardless, but the legal position here genuinely differs from Richardson's or Rowlett's.
Dallas County, entirely — Irving is not split between counties despite how often that is reported. If you are matching a storm date to a county record for an Irving commercial claim, it is the Dallas County NOAA record that applies: 202 hail reports across 66 distinct hail days from 2015 to 2025, peaking in April.
Because everything about the price depends on what is under the membrane and none of it is visible from the surface. Cores establish how many layers exist, what the insulation is, whether it is wet, and what the deck is made of. A bid produced without them is a guess.
