Katy is the only city in this part of the metro with a named roofing contractor class in its own registration ordinance. Its code defines a roofing contractor as any person who installs, repairs or replaces roofs or roofing material, and makes it unlawful to engage in business as a contractor in the city without registering first. That matters more than usual here, because most buildings with a Katy mailing address are not in the City of Katy at all — and outside the limits no such rule exists.

The City of Katy spans parts of Harris, Fort Bend and Waller counties and is small; the Katy mailing address covers a vast area of unincorporated county and city-of-Houston extraterritorial jurisdiction. Inside the city there is a permit, registration and an insurance requirement. Outside it there is no county roofing permit at all. We establish which applies parcel by parcel.
Katy requires registration before performing any work or obtaining a permit, with $300,000 general comprehensive liability naming the city as certificate holder plus liability insurance on every motor vehicle used in the business. Registration runs $100 a year plus a $100 administration fee through the public works department. A contractor who cannot show it should not be on your building.
Mechanically attached or fully adhered, over a tear-off or a recover, decided by what the cores show. Katy's commercial corridor along I-10 is largely modern, purpose-built stock — clean decks, and no reason to accept a compromised detail.
Two-ply asphaltic systems where rooftop traffic is heavy or equipment needs constant service. Granulated cap sheets take abuse a single-ply will not, and on a building you intend to hold the redundancy earns its place.
Fastener and closure work, eave and end-lap repair, panel replacement and retrofit framing over a failed metal roof — priced separately so the decision gets made on real numbers rather than one figure.
Katy permits private roll-off service rather than holding an exclusive franchise, but it prices and permits it: $10 per container and $50 per truck, with a separate permit required before placing a container on someone else's premises. We obtain it. Outside the city limits there is no municipal franchise at all.
Which county, and inside or outside the city limits. Then a full roof walk with core cuts, drainage assessment and photographs of every penetration and curb.
Recover versus tear-off, membrane, insulation, tapered design and attachment, with the reason for each written out and what the cheaper option really costs across ten years.
Inside the city: registration current, permit pulled — commercial re-roof fees are based on the commercial valuation table plus a $30 application fee — and the container permit obtained. Outside: no permit exists and we will say so rather than adding a line.
Daily dry-in, no open deck overnight, and a closeout package with product data, warranty registrations, core findings, the permit and completion photographs — which outside the city limits is the only inspection record that will ever exist.
Heat-welded seams, a reflective surface that earns its keep through a Gulf Coast summer, and a clear repair path for a building held for decades. PVC earns its premium where restaurant exhaust or chemical discharge is in play.
Multi-ply asphaltic systems handle constant rooftop access and tolerate an imperfect substrate better than a single-ply. Cold-applied or self-adhered where torch work is unsafe over occupied space.
Most metal roofs fail at a fastener, a closure or an eave detail long before the panel does. We price the detail repair and the full re-panel separately so the decision gets made on real numbers rather than one lump sum.
Five years on our labor for a full commercial system, in writing, with the covered scope stated. Repairs and partial scopes carry a shorter term and the contract says which one you bought.
No-dollar-limit system warranties of 15 to 20-plus years where the building and the scope qualify, installed by a certified crew with a manufacturer field inspection. We tell you whether yours qualifies before you budget around it.
Product data, warranty registrations, core-cut and moisture findings, the permit and completion photographs. Outside the city limits, where no authority inspects, that file is the record.

Possibly not, and it is the first thing to establish. The city holds about 8,495 housing units; the Katy mailing address covers an enormous area of unincorporated Harris and Fort Bend County, plus parcels in Waller County and in the City of Houston's extraterritorial jurisdiction. Large platted communities around Katy — Nottingham Country, Memorial Parkway, Cimarron, West Memorial among them — sit outside the city limits. Inside the city there is a permit, registration and an insurance gate. Outside it, none of that applies.
Yes. Katy's fee schedule sets the re-roof permit fee for residential structures at $15.00 and provides that all other structures are based on the commercial valuation table, with a $30.00 application fee on top. There is no square-footage or percentage threshold — the ordinance reads re-roof of any residential structure, and the commercial line simply points at the valuation table. Reinspections run $50 for the first and rise in $25 increments after that.
More than any neighboring city. Katy's registration ordinance defines a roofing contractor as its own named class and makes it unlawful to engage in business as a contractor in the city without registering first. Registration requires the applicant's original driver's license for copying, any state license, and proof of general comprehensive liability of at least $300,000 with the City of Katy as certificate holder, plus liability insurance on each motor vehicle used in the business. The fee is $100 a year plus a $100 administration fee, processed by the public works department.
Nothing, from a building-permit standpoint, which is worth knowing before you hire. Harris County's complete permit catalog contains no roofing or re-roofing permit type at all — its residential permits are floodplain and development permits rather than building-code permits. Fort Bend County's published permit triggers cover floodplain work, enclosed structures of 400 square feet or more, development, fill, driveways and utility work in the right of way; a re-roof is on none of them. So in unincorporated county there is no permit, no registration and no inspection.
The 2021 International Building Code and 2021 International Residential Code, adopted by Ordinance 3116 on 23 October 2023, updating the earlier Ordinance 2874 of 2018. Katy is not in the North Central Texas region, so none of the DFW regional amendments apply here. Katy's own amendments are short — slab reinforcement, garage sheetrock, a wood shingle rule and two permit-exemption deletions — and none of them touch the roofing chapter, so the unamended 2021 text governs roof coverings, underlayment, re-roofing and fastening.
We could not source one and we will not invent it. A full search of Katy's building chapter for wind speed, design criteria and related terms produced no amendment completing the code's design-criteria table, and the published table leaves that cell for the jurisdiction to fill in. The city's own permits pages were not retrievable either. For an engineered assembly we obtain the figure the building official enforces, in writing, and design to it.
Less than its reputation, and it is worth being accurate. Harris County logged 50 distinct hail days across 2015 to 2025 and Fort Bend County just 12 — against 91 for Tarrant County up in DFW. Katy is a wind-and-water market rather than a hail market. The largest stone recorded within fifteen miles in that window was 2.50 inches just south of Katy on 9 May 2019, followed by several two-inch reports on 5 April 2023. Note the winter tail too: there are January and Christmas Eve hail reports in the record.
Inside the city, yes, with a permit. Katy does not hold an exclusive solid waste franchise — private collection is allowed — but it is permitted and priced at $10 per container and $50 per truck, and a separate permit is required before a container is placed on someone else's premises. Outside the city limits there is no municipal franchise at all, though a municipal utility district or an association may have its own rules.
Free inspection, honest scope, real warranty. Most service work scheduled within 24–48 hours.
