Inside the City of Katy the median home dates to 2003 and 40% of the housing was built in 2010 or later — so a replacement here usually needs a reason beyond the calendar. Outside the city limits, where most Katy addresses actually are, there is no permit, no contractor registration and no inspection of any kind. That combination is why we lead with the reason for the work and the record of it, rather than with a price per square.

Everything comes off. About one in five homes inside the city limits predates 1980, and on those the deck has not been seen in decades. On the newer stock the decking is usually sound and the original fastening usually is not — and the only way to correct the second is to expose it.
Soft sheathing, delaminated plywood, split boards and gaps too wide to hold a nail all come out. You see the bad sheets before they leave and the replacement count goes on the invoice — never a lump-sum allowance written before the roof was open.
Inside the city, a re-roof permit is required for any residential structure with no stated threshold — $15 plus a $30 application fee — and must be pulled by a registered contractor. Outside the limits no county roofing permit exists at all, and we say so rather than adding a line.
Katy adopted the 2021 International Residential Code by Ordinance 3116 in October 2023, with amendments covering slab reinforcement, garage sheetrock and the wood shingle prohibition on new construction. None touch the roofing chapter, so the unamended 2021 text governs coverings, underlayment, re-roofing and fastening.
Most Katy-area roofs were built to a delivery schedule: minimum starter, cut-shingle ridge, ventilation estimated rather than calculated. A replacement is the one chance to correct all three, and they are what decide how long the next roof lasts.
Beds, AC units, pool and drive covered before the first shingle moves. Inside the city the container carries a permit at $10 plus $50 per truck, which we obtain. Two magnet sweeps of the drive, yard and street at the end.
Which county, and inside or outside the city limits — then squares, pitch, penetration count, visible deck condition and the ventilation the roof actually has against what it needs.
Age, on the pre-1980 fifth of the city. Storm damage tied to a dated event. Or a builder installation defect we can name. If we can show you none of those on a 2012 roof, we will tell you to wait and quote a repair instead.
Community approval where the covenant requires it, our city registration current, and the permit pulled — all before a crew is scheduled rather than after.
Tear-off and dry-in the same day — an open deck does not sit overnight on the Gulf Coast. Then decking, underlayment, metal, field, ridge, a walk-through with you, and the photographic record handed over.
Laminated asphalt covers nearly every roof here. The meaningful upgrade over the original is the assembly rather than the brand — a full starter course at eave and rake, edge metal, correct fastening and ventilation calculated rather than estimated.
Katy prohibits wood shingles on new construction outside two narrow exceptions, so the route to that look is a designer asphalt profile or a metal shake panel. Both outlast cedar comfortably in Gulf Coast humidity and neither runs into the ordinance.
Metal changes the arithmetic for an owner planning to stay twenty-five years and is the right answer on the low-slope porch runs and additions that keep failing in asphalt on Katy's 1970s and 1980s stock.
Five years on our labor for a full replacement, written and specific about what it covers, handed over at the end of the job rather than promised on a doorstep.
Install a complete manufacturer system — starter, field, ridge and underlayment from one line — and the manufacturer's system warranty applies in your name, with the registration and documentation handed to you.
Open-deck photographs, the sheathing replacement count, the products installed and any permit. Outside the city limits, where nobody inspects, this file is the only proof the work was done right.

Inside the City of Katy, yes and without a size threshold — the ordinance provides for a permit fee for the re-roof of any residential structure, at $15.00 plus a $30.00 application fee, and the permit must be pulled by a contractor registered with the city. Outside the limits, in unincorporated Harris or Fort Bend County, there is no roofing permit at all. Since most Katy-addressed homes are outside the city, that second answer applies more often than the first.
Ask us and we will check the parcel, because the mailing address will not tell you. The City of Katy holds about 8,495 housing units and spans parts of Harris, Fort Bend and Waller counties, while the Katy mailing address covers a very large area outside it — including big platted communities such as Nottingham Country, Memorial Parkway, Cimarron and West Memorial. Some parcels also sit inside the City of Houston's extraterritorial jurisdiction.
Inside the city limits, the median home dates to 2003 and 40% of units were built in 2010 or later, so for many houses the answer is not yet. About one in five homes there predates 1980, and those genuinely are past a twenty-to-twenty-five-year asphalt life. On a newer house the honest reason for a replacement is storm damage or a systematic installation defect, and if we cannot show you one of those we will say so.
Not on new construction. Katy's residential code amendment prohibits wood shingles on new construction, with exceptions only where the work is an addition to an existing wood shingle roof, or where the shingles sit on a decorative structure such as a gazebo more than ten feet from the main house. For the appearance, a designer asphalt profile or a metal shake panel gets you there without an exception argument.
We could not source a City of Katy figure and we will not invent one. A full search of the city's building chapter turned up no amendment completing the code's design-criteria table, and the published table leaves that value for the jurisdiction to fill in; the city's own permits pages were not retrievable either. We fasten to the manufacturer's high-wind schedule as standard, and for anything engineered we get the governing number from the building official in writing.
The 2021 International Residential Code, adopted by Ordinance 3116 on 23 October 2023. Katy is not in the North Central Texas region, so the DFW regional amendment package does not apply — worth saying if you are comparing a quote from a Dallas-area company. Katy's own amendments cover slab reinforcement, garage sheetrock and the wood shingle rule, and none of them touch the roofing chapter.
Inside the limits, yes, and Katy is unusual in naming roofing contractor as its own registration class. Registration requires $300,000 general comprehensive liability with the City of Katy as certificate holder, liability insurance on every motor vehicle used in the business, and the applicant's original driver's license for copying, at $100 a year plus a $100 administration fee through public works. Outside the limits there is no registration requirement at all, which is exactly why the question is worth asking.
Most single-family tear-offs are one day, occasionally two on a steep cut-up roof or where decking replacement runs heavy. Inside the city the permit is cheap and quick; outside it there is no permit wait at all. The variable that most often adds time is a community association approval, which many Katy-area neighborhoods require.
Free inspection, honest scope, real warranty. Most service work scheduled within 24–48 hours.
