Katy has one roofing rule that no neighboring city has, and one geographic fact that overrides everything. The rule: wood shingles are prohibited on new construction, with only two exceptions — an addition to an existing wood shingle roof, or a decorative structure more than ten feet from the house. The geographic fact: most homes with a Katy address are not in the City of Katy, and outside the city there is no roofing permit, no registration and no inspection at all.

Nottingham Country, Memorial Parkway, Cimarron, West Memorial and many other large Katy-addressed communities sit outside the city limits in unincorporated Harris or Fort Bend County. Inside the city there is a permit, a registered contractor and an insurance requirement. Outside there is none of it, and the contractor is the only quality control there is.
Katy is the rare city with a dedicated roofing contractor class in its registration ordinance, requiring $300,000 general comprehensive liability with the city as certificate holder plus vehicle liability cover. Ours is current. Ask anyone else bidding your roof to show you theirs — inside the city it is not optional.
Everything off, decking inspected, bad sheathing replaced and counted on the invoice. About one in five homes inside the city limits predates 1980, and those decks reward being opened rather than covered again.
Self-adhering membrane at valleys and every penetration, synthetic underlayment across the field, all new metal rather than sealant over old metal, and ventilation calculated rather than inherited. Katy adopted the 2021 residential code with no roofing amendments, so the details are what you are buying.
Katy prohibits wood shingles on new construction, with narrow exceptions for an addition to an existing wood shingle roof or a detached decorative structure more than ten feet away. If the look is what you want, designer asphalt or a metal shake panel achieves it inside the rules.
Inside the city, a roll-off needs a city container permit at $10 per container plus $50 per truck. We obtain it rather than parking a box and hoping. Outside the city there is no municipal franchise, though your association or municipal utility district may still have rules.
Which county your address sits in and whether it is inside the city limits, then squares, pitch, penetration count, visible deck condition and existing ventilation, with photographs.
Shingle line, starter, ridge, underlayment and metal, with the wood shingle restriction taken into account on any new construction. Katy-area communities are heavily covenanted, so we check your association's approved list before ordering.
Inside the city: $15 re-roof permit plus the $30 application fee, pulled by a registered contractor. Outside: nothing to pull, and we will say so rather than adding a line to your invoice.
Tear-off and dry-in the same day — an open deck does not sit overnight on the Gulf Coast. Then decking, underlayment, metal, field, ridge, and a walk-through with you, plus the photographic record.
Laminated asphalt covers nearly every roof here. On a builder roof the upgrade that matters is the assembly — a full starter course at eave and rake, matching hip-and-ridge, edge metal, and ventilation calculated rather than inherited.
Since Katy bars wood shingles on new construction, the way to that appearance is a designer asphalt profile or a metal shake panel. Both hold up far better in Gulf Coast humidity than real cedar ever did, and neither runs into the ordinance.
Katy is a wind-and-water market more than a hail market — Harris County logged 50 hail days in eleven years against Tarrant County's 91. So the Class 4 case here rests mostly on the carrier discount, which varies a great deal. Call your agent before deciding.
Five years on our labor for a full replacement, written and specific about what it covers, handed over at the end of the job rather than promised on a doorstep.
Install a complete manufacturer system — starter, field, ridge and underlayment from one line — and the manufacturer's system warranty applies in your name, with the registration and documentation handed to you.
Open-deck photographs, the sheathing replacement count, the products installed and any permit. Outside the city limits, where nobody inspects, it is the only evidence the work was done right.

It depends entirely on whether you are inside the city limits, and most Katy addresses are not. Inside the City of Katy a re-roof permit is required for any residential structure with no size threshold — $15.00 for the permit plus a $30.00 application fee. In unincorporated Harris County there is no roofing permit type at all in the county's complete permit catalog, and in unincorporated Fort Bend County a re-roof is not among the published permit triggers. We check your parcel before quoting.
Ask and we will check, because a mailing address will not tell you. The City of Katy holds about 8,495 housing units and spans parts of Harris, Fort Bend and Waller counties, while the Katy mailing address covers a vast area outside it — including large platted communities like Nottingham Country, Memorial Parkway, Cimarron and West Memorial. Some parcels also fall inside the City of Houston's extraterritorial jurisdiction, which is a separate question again.
Not on new construction inside the city. Katy's residential code amendment prohibits wood shingles on new construction, with two narrow exceptions: where the new construction is an addition to an existing wood shingle roof, or where it sits on a decorative structure such as a gazebo located more than ten feet from the main structure. It is one of the few genuinely Katy-specific roofing rules and it is worth knowing before you fall for a sample.
Inside the limits, yes, and more thoroughly than most. Katy's ordinance names roofing contractor as its own registration class — any person who installs, repairs or replaces roofs or roofing material — and makes it unlawful to engage in business as a contractor in the city without registering first. Registration requires the original driver's license for copying, $300,000 general comprehensive liability with the city as certificate holder, and liability insurance on every vehicle used in the business, at $100 a year plus a $100 administration fee. Outside the city, nobody checks anything.
We could not source a City of Katy figure and we will not invent one. A full search of the city's building chapter produced no amendment completing the code's design-criteria table, and the published table leaves that value for the jurisdiction to fill in. Katy's own permits pages were not retrievable either. In practice we fasten to the manufacturer's high-wind schedule, which exceeds ordinary code requirements, and for anything engineered we get the number from the building official.
The 2021 International Residential Code, adopted by Ordinance 3116 in October 2023. Katy is not in the North Central Texas region, so the DFW regional amendment package does not apply here — a point worth making if you are comparing a quote written by a Dallas-area company. Katy's own amendments cover slab reinforcement, garage sheetrock and the wood shingle rule, and none of them touch the roofing chapter, so the unamended 2021 text governs.
Less than the marketing suggests. Harris County logged 50 distinct hail days across 2015 to 2025 and Fort Bend County 12, against 91 in Tarrant County up in DFW. Katy is a wind-and-water market first. The largest stone within fifteen miles in that window was 2.50 inches just south of Katy on 9 May 2019, with two-inch reports on 5 April 2023. There is a winter tail worth noting too — there are January hail reports and one on Christmas Eve 2024.
Into a roll-off and off to a private disposal facility. Inside the city limits the container itself needs a city permit — $10 per container plus $50 per truck — and a separate permit is required before placing a container on someone else's premises. Katy does not hold an exclusive franchise, so there is choice of hauler, but the paperwork is real and we handle it.
Free inspection, honest scope, real warranty. Most service work scheduled within 24–48 hours.
