Lucas has the lowest housing density of any city we work: 183 units per square mile across 15.6 square miles, with 97% of homes single-family detached and literally no multi-unit structures in the census record. Minimum lot sizes run 1.5 acres in the residential districts and six acres in the agricultural district. These are big custom homes with big, steep, complicated roofs.
On May 19, 2023, amateur radio reported two-inch hail at Country Club Road and West Lucas Road — right beside City Hall. Eight minutes earlier a 2.5-inch stone was measured at Greenville and Exchange in Allen, four miles away. The National Weather Service classed the Collin County damage from that day as a billion-dollar weather disaster. It was not a one-off: on April 11, 2016, a trained spotter reported golf-ball hail in Lucas on the same supercell that buried Wylie, and on March 25, 2025 there were seven hail reports within five miles in twenty-two minutes, up to 2.25 inches at Parker. Within ten miles of Lucas, NOAA has logged hail on 63 separate days since 2010.
One rule shapes every roof here. Lucas requires a minimum 6:12 pitch on principal dwellings in every residential and agricultural district — a rule written identically into the AO, R2, R1.5 and ED districts. Combined with acreage lots and custom architecture, that means steep, tall, multi-plane roofs that take longer to stage, cost more in waste factor, and are genuinely dangerous to walk. Anyone bidding a Lucas roof off a satellite measurement and a tract-home price is going to be wrong.

Your contractor must hold a current Lucas contractor registration, which requires a driver's license, any trade licenses, and a commercial general liability certificate naming the City of Lucas as a certificate holder — the city requires at least $300,000 per occurrence bodily injury and $100,000 property damage. Only if nobody plans for it. On acreage lots we walk the property first and mark the septic field, lateral lines, well head and anything else a loaded dump trailer should not cross. Tear-off debris gets contained rather than raked onto a lateral field. It is a small thing that gets expensive when it is missed.
