Dallas is two roofing markets in one city. A 1920s bungalow inside a landmark historic district and a 1980s low-slope office building on Stemmons are governed by different chapters of the same adopted code — and a contractor who only knows one of them will cost you on the other.
Dallas adopted the 2021 International Residential Code and the 2021 International Building Code by Ordinance 32424 on 28 March 2023, with its own local amendments layered on top. The adopted residential design wind speed is 115 mph, three-second gust. Two Dallas-specific things are worth understanding before anyone writes you a number.
First, the commercial low-slope amendment — and it is worth real money. Dallas amended IBC Section 1512.1. On a low-slope roof that already drains positively, a re-roof does not trigger a forced re-pitch to quarter-inch-per-foot, and it does not trigger a forced overflow-scupper retrofit. In a lot of Texas cities, replacing a flat roof on an older building means the owner suddenly discovers a tapered-insulation package and a wall-penetration job they did not budget for. In Dallas, if the roof drains, that is off the table. Building owners and property managers who do not know this amendment exist get quoted the expensive version by default.
Second, landmark versus conservation — the paperwork is not the same. Dallas has 21 Landmark Historic Districts and 17 Conservation Districts, and homeowners routinely confuse them. In a Landmark district — Swiss Avenue, Munger Place, Winnetka Heights, Junius Heights and the rest — a re-roof needs a Certificate of Appropriateness approved before the work, reviewed by staff, the neighbourhood and the Landmark Commission. In a Conservation district — Lakewood, the M-Streets, Kessler Park, Greenway Parks — there is no Certificate of Appropriateness for a re-roof. Two houses a few blocks apart in East Dallas, one in Munger Place and one in Lakewood, face genuinely different timelines for the identical job. Budget three to six weeks of review on the landmark side and none on the conservation side.
The permit itself is a formula rather than a flat fee. For work valued under $60,000 Dallas calculates the building permit fee at 0.009525 times the declared valuation. Start work without the permit and the code says the fee shall be doubled — not may be. There is also a $200 per trade concealment fee where work is covered up before it is inspected, which on a roof means decking and underlayment buried under shingles the inspector never saw.
Dallas's age profile is the deepest in North Texas: 56,870 homes built before 1950. That is not a statistic, it is a job description. Pre-war Dallas roofs sit on 1x6 board decking with gaps, on cut-rafter framing, often under three or four previous coverings' worth of nail holes, and frequently with slate or tile somewhere in the history. Those roofs get inspected from the deck, not from a satellite photo.
Dallas County logged 202 hail reports across 66 hail days from 2015 through 2025, ranking eighth in Texas and 42nd nationally for hail days. The biggest stone in that window was 4.00 inches at Cedar Hill on 12 June 2023, with 2.75-inch and 2.00-inch reports the same night closer in. April is the peak month.

Munger Place needs a Certificate of Appropriateness before a shingle moves. Lakewood, three minutes away, does not. We identify the district before we set a start date, prepare the CoA submittal where one is required, and tell you honestly when the answer is that you will be waiting on the Landmark Commission calendar.

In a Landmark district — Swiss Avenue, Munger Place, Winnetka Heights, Junius Heights, Lake Cliff, Peak's Suburban Addition, Tenth Street, South Boulevard/Park Row — you need a Certificate of Appropriateness approved before the work, reviewed by staff, the neighbourhood and the Landmark Commission. In a Conservation district — Lakewood, the M-Streets, Kessler Park, Greenway Parks — there is no Certificate of Appropriateness required for a re-roof.
Lakewood is Conservation District #2, not a Landmark Historic District. That distinction is the whole answer: conservation districts set neighbourhood architectural standards but do not put a re-roof through the Certificate of Appropriateness process. Homeowners in Lakewood are frequently told by out-of-area contractors that they need historic approval they do not actually need, which costs weeks.
Not automatically, and Dallas is more favourable here than most Texas cities. It is also why a genuine deck inspection matters more here than it does in a 2005 subdivision.
Dallas's code language is that the fee shall be doubled — mandatory, not discretionary. If the work also gets concealed before inspection there is a further $200 per trade. Beyond the money, an uninspected roof is a problem at resale and can be a problem on a future claim. A contractor who suggests starting 'while the permit processes' is telling you something about how they operate.
Yes, and in Dallas that is not a niche question. The pre-war neighbourhoods carry real slate, clay tile and cement tile, some of it original. Replacing it in kind, matching a discontinued profile, or making an honest recommendation about a compatible alternative is a different skill from running composition shingle, and inside a Landmark district the material choice is part of what the Certificate of Appropriateness is approving.
