Two independent 2.25-inch hail reports five minutes apart on either side of town, 11 June 2023. Fate is also the newest city in the county — 64.8% of it built since 2010 — which means one enormous cohort of identical roofs took that storm together.
Fate moved up a full code cycle in 2024. The city council adopted the 2021 ICC family — IBC, IRC with Appendices AE and AH, IPC, IMC, IFGC, IFC, IECC and Existing Building Code — plus the 2023 National Electrical Code with the NCTCOG recommended amendments, by council action on 1 July 2024. Fate had previously been on the 2018 codes.
The adopting ordinance's Exhibit B carries a filled-in design table: 115 mph ultimate design wind speed, three-second gust, ground snow 5 psf, frost line 6 inches, and ice barrier underlayment answered No.
Fate's amended R902.1 requires Class A, B or C roofing on roofs, with an added Exception 5 permitting non-classified coverings only on one-storey detached accessory structures used as tool or storage sheds, playhouses and similar uses. So the house gets a classified covering; the garden shed does not have to.
On the permit fee, we are going to be straight with you: Fate has no line item for a shingle re-roof. The only roofing line on the city's fee schedule reads "Structural Roof Repair (not shingle replacement) $100" — explicitly excluding shingle work. A shingle re-roof therefore falls either under "Other Non-Listed Miscellaneous Permits $75" or under the valuation-based building permit table, depending on how the city classifies it. We confirm the current charge with the city on each job rather than printing a number that might be wrong on your invoice. What is certain: work without a permit is charged at twice the permit fee, re-inspection is $75, same-day re-inspection is $125 and must be paid by 2:00 p.m., and after-hours inspection runs $65 an hour with a $130 minimum.
Contractor registration is $75 initially and $25 to renew, handled through MyGov, and all subcontractors must be registered and listed on the application before a permit is released. Fate publishes a public list of registered contractors, so you can check a bidder yourself.
Two things we will not publish: Fate's construction hours, and whether third-party roll-off containers are permitted. The city bills trash and Waste Connections provides the service under contract, but exclusivity could not be verified, and no construction-hours ordinance could be confirmed. We settle both with the city before scheduling rather than assuming a neighbouring city's rule carries over.
Fate is the youngest city in Rockwall County by a distance: 6,480 housing units, median year built 2013, only 3.0% built before 1980, 88.8% owner-occupied, and 64.8% of every unit in the city built in 2010 or later. Woodcreek alone is 1,563 parcels across more than 35 phases, organised under municipal utility districts — appraisal legal descriptions literally read "WOODCREEK MUD 9." Monterra adds 657 parcels, Williamsburg 476.
A city built that fast, that recently, produces a very specific roofing problem: thousands of nearly identical builder-grade roofs, installed within a few years of each other, all reaching the same age at the same time — and all taking the same storm at the same angle when one arrives.
On 11 June 2023, one did. At 6:35 p.m. a trained spotter logged 2.25-inch hail 0.9 miles north-east of Fate, tagged at $250,000. A second, independent 2.25-inch report the same evening came in 0.9 miles north-west, described as "ping pong ball to hen egg sized," also tagged at $250,000. Five minutes later, 1.50-inch hail fell just south of town. Earlier events include 1.50-inch hail about five miles south-east on 13 December 2022 and 0.75-inch in Fate on 13 April 2022.
One practical note: Fate is split between Rockwall ISD and Royse City ISD and served by two different electric providers, Farmers Electric Cooperative and Oncor. If your roof job involves a service-mast disconnect, which provider serves your address determines who you are waiting on.

Hail that size fractures the fibreglass mat beneath the granules on a builder-grade shingle. The roof looks fine from the ground, keeps shedding water for a year or two, then fails early — and by then the claim window on a known storm date may be closed.
It is worth an inspection. Fate's housing went up so fast and so recently that entire phases carry the same builder's shingle installed within months of each other. If a storm damaged your neighbours' roofs, yours took the same stones at the same angle on the same product. Sometimes the slope orientation genuinely spared you — and we will tell you that rather than manufacture a claim.

It affects how your utilities and taxes are structured, not your roofing code, which is set by the city.
