Rockwall sits on the east shore of Lake Ray Hubbard, twelve miles from our Garland shop. It has taken four days of baseball-or-larger hail within ten miles since 2010, and three tornadoes inside five.
April is the month that matters here. Of the 44 hail days NOAA has logged within ten miles of Rockwall since 2010, sixteen fall in April — 36% of the total in one month. On April 11, 2016 a trained spotter measured grapefruit-sized hail, four inches, at Eastshore Road, an event NOAA tagged at $50 million. A separate three-inch report came in from inside Rockwall, tagged at $10 million.
Tornadoes are the other half of the story. Three have touched down within five miles of the city since 2010, including two EF1s on October 20, 2019 — the night the Insurance Council of Texas called the costliest tornado event in state history. The December 26, 2015 EF2 crossed Lake Ray Hubbard less than five miles out, and the April 3, 2012 EF3 that tore through eastern Rockwall County reached 150 mph across a 400-yard-wide path, destroying eight homes and severely damaging seventeen more along Laci Lane.
One local detail worth knowing before you hire anyone. Rockwall registers general contractors for $100 a year and requires a government photo ID — but unlike its requirements for electrical, mechanical and plumbing trades, the general contractor category carries no stated liability insurance minimum. A roofer here registers as a general contractor. That means the city is not checking their insurance for you, so you should. Ask for a certificate and call the carrier.

It requires $300,000 in liability coverage from electrical, mechanical and plumbing contractors and $500,000 from sign contractors, but states no insurance minimum for general contractors. Rockwall's general residential districts require a minimum 3:12 roof pitch, but its planned development districts require 8:12, with 4:12 allowed on sunrooms and porches and 6:12 on rear elevations. Much of the newer housing is in PDs. A bid priced for a walk-on 3:12 is a different job from an 8:12 that needs staging, and knowing which you have avoids a change order.
Three tornadoes within five miles since 2010, two on one night in October 2019. Tornado and straight-line wind damage is uneven and localized — the NWS survey of the 2012 EF3 describes one house losing a large portion of its roof and top story while neighbors stood. We inspect for lifted tabs, creased shingles and backed-out fasteners, not only hail bruising.

Yes for a replacement. Rockwall charges a flat $125 for a roofing permit, and the fee schedule does not separate residential from commercial for roofing. Reinspections are $75. Worth knowing: the city doubles the permit fee for work started without one, so a contractor who suggests skipping it is proposing to cost you money.
Concentrated rather than constant. NOAA logs 117 reports across 44 days within ten miles since 2010 — fewer total days than Plano or Allen — but four of those days produced baseball-sized hail or larger, including the four-inch grapefruit stones at Eastshore Road in April 2016. Rockwall gets hit less often and harder when it happens.
On pitch, yes. PD districts require a minimum 8:12 roof pitch against 3:12 in the general residential districts, which changes staging, safety setup, labor hours and waste factor. It often also means HOA approval on color and material. We confirm which district and which HOA before quoting rather than after.
The median Rockwall home was built in 2003, so a typical builder shingle from that era is at or past the end of its rated life. Many roofs here have also been replaced once already after the 2012, 2016 or 2019 storms. A free inspection tells you which layer you are on and how much life is left.
Access and staging, mostly. Shoreline properties around Lake Ray Hubbard often have long approaches, mature trees and tight drop zones for a dump trailer, and the land between the take line and the water is City of Dallas property leased through the local city. That does not govern your house roof, but it shapes where a crew can work. We have done the shoreline in Rockwall, Heath and Rowlett and plan for it.
