Spring is unincorporated Harris County, and Harris County does not issue a roofing permit. We checked the county's own complete permit catalog — every application the Office of the County Engineer accepts — and there is no roofing permit and no general residential building permit for repairs or alterations anywhere on it. On a commercial building there may be a fire or site permit in play, but nobody is inspecting the roof assembly. That puts the entire burden of quality on the contractor.
Roof Experts is the commercial roofing partner Spring TX property owners trust. We bring DFW-quality crews and materials to every Spring project — TPO, EPDM, metal systems, and asphalt shingles. Free inspections, transparent pricing, workmanship warranties. Need an estimate? Call Roof Experts at (469) 936-7663 or request your free roof inspection online.
Mechanically attached or fully adhered, over a tear-off or a recover, decided by what the cores show rather than by the budget. Spring's commercial stock skews older than its neighbors', which means decks worth opening rather than covering again.
Two-ply asphaltic systems where rooftop traffic is heavy or the deck has a long repair history. Granulated cap sheets take abuse a single-ply will not, and on a building you intend to hold the redundancy is genuine insurance.
Fastener and closure work, eave and end-lap repair, panel replacement and retrofit framing over a failed metal roof. Worth noting from the local record: in the November 2004 tornado near Aldine the NWS logged two auto supply stores with their rooftop air conditioning units and satellite dishes blown off — curb and equipment attachment is part of a roof here.
Harris County has no roofing permit and no general residential repair permit. Texas counties also have no general police power to adopt building codes, and the one statute reaching residential construction in unincorporated areas expressly cannot be used to require prior county approval. Our answer is a documented roof: core findings, open-deck photographs, product data and a written scope.
In unincorporated Harris County, private deed restrictions and property owner associations do a great deal of the work a city code department would do elsewhere. On a commercial property that can mean an architectural review with real teeth. We check before we specify a visible roof.
Spring's mature pine cover is part of the local damage picture and part of the access problem. NWS narratives here describe trees onto homes in Woodcreek and near Willowbrook. We plan lift and container placement around the canopy rather than discovering it on mobilization day.
Full roof walk, core cuts, drainage assessment and photographs of every penetration and curb. On a commercial roof the question is never only whether it leaks — it is how much wet insulation you are paying to condition.
Recover versus tear-off, membrane, insulation, tapered design and attachment pattern, with the reason for each written out and what the cheaper option really costs across ten years.
No county roofing permit exists, but a commercial project can still touch county site, fire or right-of-way requirements, and a deed-restricted business park can have its own review. We establish which of those apply before a crew is scheduled.
Daily dry-in, no open deck overnight, and a closeout package with product data, warranty registrations, core findings and completion photographs — which in an unincorporated area is the only inspection record that will ever exist.
Heat-welded seams, a reflective surface that earns its keep through a Gulf Coast summer, and a clear repair path for a building held for decades. PVC earns its premium where restaurant exhaust or chemical discharge is involved.
Multi-ply asphaltic systems take constant rooftop access and tolerate an imperfect substrate better than a single-ply. With more than half of Spring's building stock predating 2000, that redundancy earns its place.
Most metal roofs fail at a fastener, a closure or an eave detail long before the panel does. We price the detail repair and the full re-panel separately so the decision gets made on real numbers rather than one lump sum.
Five years on our labor for a full commercial system, in writing, with the covered scope stated. Repairs and partial scopes carry a shorter term and the contract says which one you bought.
No-dollar-limit system warranties of 15 to 20-plus years where the building and the scope qualify, installed by a certified crew with a manufacturer field inspection. We tell you whether yours qualifies before you budget around it.
Product data, warranty registrations, core-cut and moisture findings, and completion photographs. In unincorporated Harris County no public authority holds a file on your roof. This one is yours.

Spring is unincorporated, so there is no city. Harris County publishes a complete catalog of every permit application it accepts, from access control systems to underground fire lines, and there is no roofing permit and no general residential building permit for repairs or alterations anywhere on it. A commercial project can still touch county site development, fire alarm, sprinkler or right-of-way permits depending on scope, and we check that. But nobody from the county is inspecting your roof assembly.
Because Texas counties have no general police power to do it the way cities can. The one statute that reaches residential construction in unincorporated areas — Local Government Code Chapter 233, Subchapter F — applies only to new residential construction on a vacant lot or an addition increasing square footage or value by more than half, so it does not reach a re-roof at all. It also expressly cannot be construed to require prior county approval before construction begins, and it bars the county from charging a fee to enforce it. The legal gap is real, not an oversight by Harris County.
Your contract, your documentation, and your choice of contractor. That is the honest list. We handle it by documenting as if an inspector were coming: core cuts and moisture findings before the work, photographs of the deck and the attachment as it goes on, product data and warranty registrations at the end. If a competitor cannot tell you what record you will be holding at the end of the job, that is worth weighing.
The strongest verified measured gust anywhere in this part of the metro sits six miles from Spring: 97 mph, recorded by the ASOS instrument at Bush Intercontinental on 21 June 2023. That same day produced 82 mph measured at Spring Skyline Airport and a narrative describing numerous trees downed in the Woodcreek subdivision with some onto homes. Across 2000 to 2025 the record shows 42 distinct damaging-wind days within ten miles against 28 hail days — wind is the headline hazard here, not hail.
Nine tracks within ten miles in the record, and the recent ones matter. On 9 January 2022 an EF1 tracked through North Hollow Estates and across the City of Humble, and the survey notes one retail building destroyed with the loss of its roof and three walls. On 24 November 2025 an EF2 moved through Colony Creek Village, Memorial Northwest, Memorial Creek and Willowick, with the survey finding large sections of missing roof decking between Champion Forest Drive and Stuebner Airline Road.
Less than the wind, and rarely extreme. The record shows 28 distinct hail days within ten miles across twenty-six years, with a single three-inch stone in that whole period, on 4 May 2006. The workhorse size runs one inch to one and three-quarter inches — enough to bruise and strip granules from an aging roof without looking dramatic from the parking lot. That is exactly the damage that gets missed on a commercial inspection done from the ground.
No. Spring is in Harris County, which is inside the Texas Department of Insurance designated catastrophe area only for property east of State Highway 146 and within the city limits of Seabrook, La Porte, Shoreacres, Pasadena or Morgan's Point. Spring is none of those, so no WPI-8 or WPI-8-E regime applies.
Not from government, and often quite a lot from private covenants. In unincorporated Harris County deed restrictions and property owner associations carry much of the weight a municipal code department would elsewhere, and in a deed-restricted business park an architectural review can be a real approval step. We check what governs your property before specifying anything that will be visible.
Free inspection, honest scope, real warranty. Most service work scheduled within 24–48 hours.
